The Ministry of Public Security today (30th) announced 8 typical cases of crimes of destroying black soil resources, 7 of which were stolen and excavated with an organic matter content of more than 30%, which is a peat resource protected by the Mineral Resources Law.
The public security organs have cracked down on prominent criminal acts such as illegal excavation and illegal mining of peat and black soil, resolutely investigated and punished the organizers, operators, and profiteers of illegal excavation of peat and black soil resources in accordance with the law, and promoted the in-depth development of special crackdowns. On this basis, the Ministry of Public Security has deployed public security organs in Inner Mongolia, Liaoning, Jilin, and Heilongjiang to carry out a five-month regional campaign to crack down on the crime of destroying black soil resources since November last year, forming a strong momentum of coordination and focus on efforts.

1. The case of illegal mining by Liu Mouwu and others in Huadian, Jilin
In April 2023, the public security organs of Huadian City, Jilin Province, cracked the case according to clues found in their work and arrested 5 suspects. After investigation, in February 2023, the criminal suspect Liu Mouwu organized personnel to use large machinery and equipment to steal more than 9,400 cubic meters of peat on the cultivated land of Badaohezi Town, Huadian City, and sell it without obtaining a mining license on the grounds of the construction of the ecological agriculture project.
2. The case of illegal mining by Hu Mousheng and others in Yongji, Jilin
In March 2023, the public security organs of Yongji County, Jilin City, Jilin Province, cracked the case based on clues found in their work and arrested 3 suspects. After investigation, from January 2017 to April 2020, the criminal suspect Hu Mousheng and others hired others to use hook machines, dump trucks and other tools to steal more than 7,400 cubic meters of peat in Shuanghe Town, Yongji County and other places, and sold them to Jilin City, Changchun City, Gongzhuling City, Jilin Province, Shouguang City, Shandong Province and other provinces and cities.
3. The case of illegal mining by Wang and others in Antu, Jilin
In June 2023, the public security organs of Antu County, Yanbian Prefecture, Jilin Province, cracked the case according to clues found in their work, arrested 5 criminal suspects, seized 28 hook machines, muck trucks and other vehicles at the scene, and investigated and dealt with 4 illegal mining sites. After investigation, from April to May 2023, Wang and others organized personnel to steal peat and mountain stone at many locations in Erdaobaihe Town, Antu County and sell them to the outside world without obtaining a mining license, and were involved in illegal peat mining 3More than 30,000 cubic meters, and more than 4,500 cubic meters of mountain rock.

In October 2022, the public security organs of Wuchang City, Heilongjiang Province, cracked the case according to the clues reported by the natural resources department and arrested 2 suspects. After investigation, in January 2020, the criminal suspect Xu Moujiang and others illegally mined more than 10,000 cubic meters of peat in Shahezi Town, Wuchang City, without obtaining a mining license, and transported it to the dry field to pile it up and dry. In April 2020, Shahezi Town, Wuchang City**, backfilled all the peat stacked in the town on the spot. In August 2022, the criminal suspect Xu Moujiang and others illegally mined and sold the backfilled peat again, and the total amount of peat involved in the theft was 1130,000 cubic meters.

7. Case of illegal occupation of agricultural land by Liu Mouyu and others in Tieling, Liaoning
In June 2023, the public security organs of Xifeng County, Tieling City, Liaoning Province, cracked the case based on clues found in their work and arrested 7 suspects. After investigation, since 2018, the criminal suspect Liu Mouyu and others have illegally excavated black soil resources by forklifts and hook machines in the cultivated land of Baoan Village, Liangquan Town, Xifeng County, Tieling City, and sold them to Shenyang, Liaoning, Tonghua, Jilin and other places for profit, resulting in 2992 acres of agricultural land were severely damaged.
8. Case of illegal mining by Yu et al. in Chifeng, Inner Mongolia
In March 2023, the public security organs of Chifeng City, Inner Mongolia, cracked the case according to the clues reported by the masses, arrested 4 criminal suspects, and seized 5,000 cubic meters of peat at the scene. After investigation, from December 2021 to March 2022 and from December 2022 to March 2023, the criminal suspect Yu and others illegally mined more than 12,800 cubic meters of peat in Baiyintao Haisumu, Wengniute Banner, Chifeng City, without obtaining a mining license, in the name of controlling cultivated land, after stripping off the topsoil, and then selling it to Daxing in Beijing, Chengde in Hebei, Tongliao, Chifeng and other places in Inner Mongolia, destroying basic farmland 3853 acres.
