Jerusalem, 23 Feb (Xinhua) -- The Israeli Prime Minister's Office issued a statement on the night of 22 February, saying that Israeli Prime Minister Benjamin Netanyahu submitted to the Security Cabinet a plan for post-war arrangements in Gaza for consideration, which covers Israel's short-term, medium-term, and long-term plans in the Gaza Strip, including military operations, post-war security, and civilian arrangements.

According to the programme, the Israeli army will continue its military operations in the Gaza Strip until its objectives are achieved, namely, the destruction of the military forces and infrastructure of the Palestinian Islamic Resistance Movement (Hamas) and the Palestinian Islamic Jihad (Jihad), the release of the detained Israelis and the prevention of continued threats against Israel from the Gaza Strip.

In the aftermath of the war, Israel will "maintain freedom of movement throughout the Gaza Strip indefinitely in order to prevent the resurgence of terrorist activities". The Israeli side will establish a security zone on the Palestinian side along the Israeli-Gaza Strip border. In addition, Israel will set up a "southern barrier" on the border between the Gaza Strip and Egypt to prevent the re-growth of armed groups in the Gaza Strip.

In addition to the armament necessary to maintain public order, the Gaza Strip will be completely disarmed. Responsibility for civil administration and the maintenance of public order in the Gaza Strip will be the responsibility of "local organizations with administrative experience". These local organizations should not be affiliated with or employed by States or organizations that "sponsor terrorism".

Israel will implement a de-radicalization program in the Gaza Strip, covering all religious institutions, education and social spheres in the Gaza Strip. Reconstruction of Gaza can only be restarted after disarmament and the deradicalization process begins.

Israel would close the United Nations Relief and Works Agency for Palestine Refugees in the Near East and would endeavour to replace it with other international humanitarian organizations.

The plan reaffirms that a solution to the Israeli-Palestinian question can only be reached through direct negotiations between the Palestinians and Israelis without preconditions.

According to a statement from the Prime Minister's Office, the program will serve as a basis for discussions in the Security Cabinet. (ENDS).
