With the Israeli invasion, Lebanon was effectively torn apart, and the PLO was losing ground under the Israeli offensive. To make matters worse, PLO leader Yasser Arafat was attacked by Syrian opposition factions in Tripoli, which reversed the relationship between the PLO and Syria, from an "ally" to an "adversary".

Although Arafat had Soviet assistance, he rejected the Soviet Union's offer of reconciliation, which led to a deterioration in relations between the two sides. After that, some people acted violently against the Soviet Union, which resulted in the serious injury and eventual death of a diplomat.

This incident sparked more conflict and tragedy.
