This year, the Ministry of Natural Resources will further improve the overall management system of special planning, issue documents to strengthen the guiding and restraining role of land and space planning on various special plans, and clarify the top-level design of the special planning management system. To fully implement the requirements of building a livable, resilient and smart city, the natural resources department will continue to deepen the reform of "multi-plan integration" this year, further improve the level of urban planning and design, and orderly promote the preparation and implementation of detailed planning of land space, so as to provide a planning basis for urban renewal and improvement of the community and convenient living circle. The Ministry of Natural Resources is planning to formulate planning and land policy guidelines to guide these cities to make overall plans and land use arrangements. For the special planning work at the city level, the Ministry of Natural Resources will organize and carry out key special planning studies related to the overall spatial structure, spatial form and spatial quality of the city, such as the urban comprehensive transportation system, green open space, and historical and cultural protection, so as to promote the true realization of "multi-plan integration" at the city level. With the approval of territorial spatial planning at all levels, planning supervision needs to be further strengthened. This year, the department of natural resources will speed up the construction of the physical examination and evaluation system of land and spatial planning, focus on exploring and carrying out special assessments such as "resilient cities" and "beautiful cities", and apply the assessment results to planning management and other work, and strengthen the monitoring and supervision of the implementation of the plan. In order to strengthen the management of qualifications, the "Measures for the Management of Qualifications of Urban and Rural Planning Preparation Units" was officially released in January 2024, and a new professional qualification system for registered urban and rural planners is currently being studied and formulated.
