Recently, Henan, Xinjiang and other places have clarified the implementation time of the ninth batch of state-organized drug centralized procurement. Compared with the previous centralized procurement, the policies on drug centralized procurement renewal, distribution and ** are also becoming more and more perfect, and the latest ninth batch of drug centralized procurement has shown the characteristics of increasing the proportion of injection dosage forms.
In the results of the ninth batch of national drug centralized procurement announced in November 2023, 41 drugs were successfully selected, with an average ** decrease of 58%. The centralized procurement of drugs attracted 382 products from 262 companies to participate in the bidding, and the results showed that 266 products from 205 companies were qualified for the selection, which is expected to save 18.2 billion yuan in drug costs every year.
One of the major features of this centralized procurement is that the proportion of injection dosage forms has increased significantly. Combined with the procurement documents, the ninth batch of centralized procurement focuses on all varieties with high procurement amount, full competition and strong social impact. Among them, injections accounted for about 50%, becoming the highest proportion of injection dosage forms in the previous centralized procurement, covering cardiovascular and cerebrovascular system drugs, systemic anti-infective drugs, systemic hormone preparations, etc.
In addition, the ninth batch of state-organized centralized procurement of drugs has further expanded the coverage of varieties, and the selection rules have also been optimized on the basis of the past. In terms of the procurement cycle, the earliest centralized procurement is "12 months from the date of implementation of the results as a procurement cycle", and then it is refined according to the number of winning bidders, the longest is 3 years, and in the eighth batch of centralized procurement, the procurement cycle is unified to two years; In the ninth batch, this bid period will be further extended to nearly 4 years from the date of actual implementation to the end of 2027.
The ninth batch of centralized procurement also proposed for the first time that enterprises can form a consortium to declare. Specifically, if there are four situations in which the person in charge of the enterprise is the same person or there are four situations such as direct holding and management of different enterprises of the same variety, the actual number of enterprises involved in the declaration is counted as one. The enterprises involved may voluntarily form a consortium to make a commitment and authorize one of the enterprises to make a joint declaration on its behalf.
