Shandong Province will implement the "Three Tens" action with high standards, grasp the ten key points, solve the ten difficulties, create ten bright spots, and constantly create a new situation of high-quality water conservancy development in the province. Focusing on the established goals and work layout, we should grasp ten key tasks, including comprehensive and strict governance of the party, modern water network construction, preliminary work of major projects, flood and drought disaster prevention, rural water conservancy construction, conservation and intensive utilization of water resources, river chief system and lake chief system, soil erosion prevention and control, water conservancy rule of law construction, water conservancy science and technology education, etc., to consolidate the foundation for high-quality development. Efforts will be made to solve a number of blockages and difficulties restricting the high-quality development of water conservancy, and promote the "water network +" action, regional comprehensive water price reform, the follow-up project of the eastern route of the South-to-North Water Diversion Project, the efficient utilization of water resources in Nansi Lake, the comprehensive treatment of Dongping Lake, the guarantee of ecological flow (water volume) of key rivers and lakes, the overload control of water resources in the Yellow River, the dynamic adjustment of water resources between cities, the development of water-saving industries, and the construction of ecological corridors in Xiaoqing River to achieve new breakthroughs, so as to enhance the momentum of high-quality development. We will create ten innovative highlights, including the implementation of the principle of "four waters and four determinations", the reform of water conservancy investment and financing, the comprehensive reform of agricultural water prices, the transformation of the ecological value of rivers and lakes, the operation and management matrix of modern reservoirs, the digital twin water conservancy system, the unified dispatch and management of the water network, the "five-type" ecological clean small watershed, the water-related approval service, and the view of Shandong along the water network, so as to improve the quality of high-quality development.

Yunnan Province will grasp the construction of 10 drought-fighting emergency projects, and take the "1262" linkage response mechanism as the starting point to promote the prevention of flood and drought disasters to a new level. It is planned to complete the implantation of the water price reform mechanism for completed projects, implement the construction of "100,000 mu of 100,000 mu" high-efficiency water-saving irrigation projects, and clarify the list of state (city) water rights transactions.
