Announcement of the Thousand Gang Recruitment Plan
In order to help young people accumulate practical experience and improve their employability, Bijie City continues to implement the recruitment plan for youth employment trainees. In 2024, the city will organize and carry out the recruitment of trainees on a regular basis, and the relevant matters are hereby notified as follows.
1. The scope of the apprenticeship and the identification of the apprenticeship unit
(1) Scope of apprenticeshipThe apprenticeship is subject to:College graduates who have not been employed within 2 years of leaving school and unemployed young people aged 16-24, hardship and remote areas, the national rural revitalization key assistance counties can be expanded to secondary vocational graduates who have not been employed within 2 years of leaving school. The duration of the apprenticeship is 3-12 months, and the maximum is not more than one year。Fresh graduates should start their job shadowing after the date of registration of their graduation certificates. Unemployed young people aged 16-24 should start their participation in job shadowing at the public employment service in the place of their household registration or habitual residence. Priority will be given to graduates from poverty-stricken families, relocated poverty-stricken families, low-income families, zero-employment families, and disabled families. Trainees do not include dispatch workers. Those who have already participated in employment training will no longer be included in the scope of internship. (2) Identification of trainee unitsEmployment apprenticeship is implemented in accordance with the principle of hierarchical responsibility and territorial management, and employers that meet the following conditions may apply for recognition as a trainee unit: 1All kinds of units (except labor dispatch) registered and established in accordance with the law in the city, with a strong sense of social responsibility, normal production and operation, and standardized management. 2.It can provide a certain number of employment trainee positions that meet the knowledge structure and skill characteristics of college graduates and unemployed young people who have left school and are unemployed. 3.Establish a mentoring system, and have a working organization and counseling staff responsible for the management of trainees. 4.It has labor protection and occupational protection facilities and labor safety and health conditions in accordance with national regulations. 5.Able to provide basic living allowance and personal accident and hospitalization medical commercial insurance for trainees according to regulations. IIClerkship Procedures(1) Recruitment and release of positions in trainee units1.Job recruitment. Units with internship intentions can provide employment trainee positions with certain technical content and business content that meet the needs of youth employment and traineeship according to the direction of the talent training plan and the needs of the staff structure. 2.Job information release. In accordance with the "Guizhou Provincial Youth Employment and Internship Online Platform Trainee Unit User Operation Guide" (Annex 1), each trainee unit clicks on the "Trainee Unit Application" fast entry in the "Youth (College Graduate) Employment" area of the Guizhou Public Recruitment Network for unit certification, and after the review is passed, the job information will be entered in the service area in a timely manner. The job information will be released to the public in the service area after the local human resources and social security department has screened and approved. (2) Trainee registrationIn accordance with the "Guizhou Provincial Youth Employment and Internship Online Platform Trainee User Operation Guide" (Annex 2), click on the "Trainee Personal Willingness Registration" window in the "Youth (College Graduate) Employment" area of the Guizhou Public Recruitment Network for personal registration and real-name authentication, and upload ID cards, graduation certificates and other relevant materials according to the operation guidelines. After completing the registration and certification, you can pay attention to the employment trainee position demand information released by various units in the city in the service area at any time, and deliver the trainee position in combination with the actual situation of the individual. (3) Post dockingAfter receiving the post delivery information, the trainee unit shall combine the order of registration, job requirements and job matching, etc., on the basis of strict review of the qualifications of the trainees, before it can be docked with the applicants, and the method shall be determined by the trainee unit itself, but the threshold shall not be set through examination competition and selection. When the trainee unit and the applicant reach a preliminary internship intention, the trainee will be "confirmed to pass" in the service area in a timely manner, otherwise choose "confirm not to pass"; If the trainee unit "confirms the pass", it is necessary to notify the trainee to click "confirm the willingness". (4) Trainee reviewFor those who have reached a preliminary internship intention with the trainee unit, the local human resources and social security department will review whether the personnel meet the internship conditions. If the personnel meet the requirements, modify the status of the personnel to "Confirm the Approval Passed", otherwise it will be modified to "Confirm the Approval Failed". (5) Personnel on dutyAfter passing the review, the trainee unit can organize a physical examination and complete the registration according to the actual situation. Within 10 working days after the trainees take up their posts, the trainee unit shall organize the signing of the "Guizhou Provincial Employment and Trainee Agreement" (Annex 3), and handle personal accident insurance and hospitalization medical commercial insurance for the trainees according to the regulations. In a timely manner, modify the status of the personnel to "confirmed employment" in the service area, and upload the "Guizhou Provincial Employment Internship Agreement" and scanned copies of insurance policies and invoices; For those who are determined to be unable to show up for work, their status will be changed to "confirmed not to be on duty". (6) Management of traineesDuring the apprenticeship, the apprenticeship unit should appoint technical or management personnel with rich practical experience, good professional quality and strong sense of responsibility as instructors to help the trainees become familiar with the content of the position, improve their work ability, and give full play to the policy effect of the internship to promote employment; The trainee unit shall actively provide a good working, living and learning environment for the trainees, and shall not arbitrarily terminate the trainee relationship with the trainees; Trainees should consciously abide by the rules and regulations of the trainee unit, and shall not terminate the employment trainee in advance without a legitimate reason. (7) Application for subsidyIn accordance with the unified arrangement of the local human resources and social security department, the trainee unit shall provide a scanned copy of the "Guizhou Provincial Youth Employment and Internship Financial Subsidy Fund Application Form" stamped with the official seal of the unit (generated by the system according to the filled information) in accordance with the unified arrangement of the local human resources and social security department. Those who fail to declare as required and fail to handle the personal accident injury and hospitalization medical commercial insurance of trainees in accordance with the regulations shall not be included in the scope of the internship policy subsidy. 3. Supporting policies(1) Subsidy support. The employment trainee subsidy shall be paid from the employment subsidy fund according to the regulations, and shall be used by the trainee unit to pay the basic living expenses of the trainees during the trainees, to handle personal accident injury and hospitalization medical commercial insurance for the trainees, and to guide and manage the trainees. During the apprenticeship, the living allowance of the trainee shall not be lower than the local minimum wage standard, of which 60% of the minimum wage standard shall be paid from the employment subsidy fund. During the apprenticeship, the apprenticeship unit must apply for personal accident injury and hospitalization medical commercial insurance for the intern, and the insurance cost shall be subsidized from the employment subsidy fund according to the standard of no more than 300 yuan per person. (2) Retention rewards. A one-time subsidy will be given to the unit according to the provisions of the probationary unit to retain the trainee who has expired, and the unit with a retention rate of more than 50% at the end of the probationary period of the trainee shall appropriately increase the apprenticeship subsidy standard and subsidize 80% of the minimum wage standard. (3) Tax support. The expenses related to the internship subsidy paid by the trainee unit shall not be included in the social insurance payment base. Expenses that comply with the tax law and its relevant provisions can be deducted when calculating the taxable income of enterprise income tax. (4) Incentives and promotions. If it is identified as a national, provincial and municipal employment training base, a one-time subsidy of 100,000 yuan, 50,000 yuan and 30,000 yuan will be given from the employment subsidy funds respectively; If it is identified as a county-level employment training demonstration base, the county-level shall formulate relevant identification measures with reference to provincial and municipal regulations, and the subsidy standard shall not be higher than the municipal standard, and the funds shall be disbursed from the employment subsidy funds at the same level. The recognition standards shall be implemented in accordance with the "Notice on Organizing and Carrying out Youth Employment and Internship Work in 2021" (Bi Ren She Tong 2021 No. 104). 5. WorkRequirements:The human resources and social security departments of all counties (autonomous counties, cities, districts) and relevant enterprises and institutions should fully understand the importance of implementing the recruitment plan for youth employment trainees in accordance with the requirements of the "Notice of the Bijie Municipal Human Resources and Social Security Bureau and the Bijie Municipal Development and Reform Commission and Other Twelve Departments on the Implementation of the Youth Employment Trainee Recruitment Plan" (Bi Ren She Tong 2022 No. 98), continue to increase the development of employment trainee positions, and ensure the implementation of the plan. Education, development and reform, science and technology, industry and informatization, civil affairs, commerce, state-owned assets supervision and management, federation of industry and commerce and other departments should be based on their functions and responsibilities, and play a leading role in the industry, guide schools, investment projects, scientific research projects, small and medium-sized enterprises, urban and rural community social organizations, high-quality units in economic and technological development zones, state-owned enterprises, private enterprises with good business conditions, etc. to set up internship positions, and build a youth employment internship platform. The human resources and social security departments should do a good job in the guidance and coordination of the apprenticeship, and work with the financial departments to strengthen financial guarantees and strengthen fund supervision. The tax department should implement the relevant tax support policies.
