Military personnel who are eligible for family visit leave and do not take leave due to work reasons in the current year can receive economic subsidies for untaken leave.

Unlike previous years, in 2024, military personnel who are eligible for family leave in the previous year can receive this financial compensation.

Earlier, the approval and issuance of economic subsidies for non-leave of servicemen was based on the Notice on Issues Concerning Leave for Active-Duty Servicemen to Visit Relatives (hereinafter referred to as the "Notice"), which clarified the calculation method of economic compensation for non-leave, and at the same time stipulated the rate of full leave. For example, the number of days of leave for non-commissioned officers shall not be less than 70 per cent of the number of days they should take in the current year, and the annual rate of full leave for non-commissioned officers in each unit shall not be less than 90 per cent. The "Circular" has a good starting point, and its purpose is to ensure that officers and men who are eligible for family visit leave can take and take good leave by strictly controlling the rate of full leave. However, in actual work, it is true that some units have not actually taken leave because of conflicts in combat readiness training tasks, and because of the full leave rate, some officers and men have suffered a "dumb loss" when examining and approving economic compensation for not taking leave. According to the requirement of economic compensation for untaken leave, officers shall not exceed the actual number of officers in the unit (100% of the annual leave rate of the unit specified in the Notice), and non-commissioned officers shall not exceed 10% of the total number of non-commissioned officers in the unit. It is precisely in this situation that a unit also does not enjoy family leave due to work reasons, and some people can receive economic compensation for untaken leave, while some people cannot receive economic compensation for untaken leave because of the stipulated "full leave rate". On January 1, 2023, the "Interim Provisions on Military Leave Work" (hereinafter referred to as the "Regulations") came into effect, and the introduction of the new regulations completely broke this unreasonable compensation calculation method. The new "Provisions" have made major adjustments to the economic compensation for untaken leave, abolishing the limit on the proportion of compensation days, and setting an upper limit on the amount, which usually does not exceed the average monthly salary of the person in the current year. This move also means,Military personnel who are eligible for family visit leave but do not actually take leave will receive 100% of the untaken economic compensation that does not exceed their average monthly salary for the year.
