From February 18th to 20th, Liaoning Province experienced rain, snow and windy weather. Liaohe Oilfield actively responded, strengthened the on-duty work of key positions, strengthened the management of winter prevention and insulation, and orderly organized the operation of oil production, gathering and transportation, steam and water injection systems, as well as personal safety guarantees, natural gas supply, snow and ice removal preparations, road unobstructed guarantees, power communication guarantees and other work to ensure the safe and stable operation of oil and gas production and construction operations.
Liaohe Oilfield issued the "Notice on Preventing and Responding to Rain, Snow, Ice, Cold Wave and Windy Weather" in advance, focusing on the special inspection of anti-freezing and blocking of the gathering and transportation pipeline network, and setting up a pipeline foot patrol team to patrol 28 964-kilometer oil and gas pipelines under its jurisdiction. At the same time, UAV pipeline patrols are implemented for key pipeline sections and high-consequence areas to ensure that "a piece of equipment is not frozen and a pipeline is not blocked".
All units of the Liaohe Oilfield acted quickly and took emergency precautionary measures in an all-round way. Shuguang Oil Production Plant has made preparations for the deployment of the three major systems of mining, injection and transmission and vehicle traffic management in advance, and activated professional emergency teams such as vehicles, electrical welders and electricians; Strengthen the methanol addition of natural gas pipelines, pipeline insulation and other work to ensure that the pipelines are free of freezing and blockage, and effectively ensure the smooth operation of oil production stations. The special oil company has strengthened the inspection of pipelines, power distribution facilities, and heating systems, reserved emergency materials such as snow covers and plastic sheets as needed, and equipped special vehicles such as snow shovels and high-temperature hot washes to ensure the safe and stable operation of production in low temperature weather. The vehicle service center optimizes the production organization, and the driver of the vehicle performing the task preheats the vehicle equipment in advance. At the same time, arrange personnel to prompt and command in the risk road sections, and implement the side-station supervision of the construction of key wells. On February 19, nearly 1,200 vehicles were shipped from the vehicle service center, and the on-time rate of arriving at the well reached 985%, which effectively guarantees the safe and stable operation of production in the oil area under ice and snow weather. Liaohe Oilfield Gas Storage Company actively analyzes the formation potential, selects potential gas reservoirs and potential gas wells, ensures increased gas production, and copes with cold wave and cooling weather.
