Prefecture-level cities have achieved complementary advantages between regions through group development, while other provinces have reasonably abolished and merged some prefecture-level cities with reference to the scale of prefecture-level cities in Guangdong.

In this way, it is possible to reduce the number of cities by 50-100 cities, achieving the best streamlining and maximum optimization of resources.
