The EU issued the White Paper on Export Control, proposing to strengthen controls

On January 24, 2024, the European Commission published a key document – "Export Controls*** In this document, the European Commission proposes a series of short- and medium-term actions based on the existing rules of the EU and international multilateral mechanisms for export control, with the aim of strengthening and harmonizing export control policies within the EU.

The core of this document includes ensuring that the EU continues and strengthens harmonized export controls. This means that there will be a higher degree of collaboration and harmonization of standards among EU member states in the field of export controls, thereby improving the efficiency and effectiveness of overall export management.

Another key recommendation is the establishment of a high-level political coordination forum on export controls. The establishment of the forum will provide a platform for EU member states to jointly discuss and coordinate export control policies, and contribute to policy coherence and coordination of actions among member states.

The European Commission also stressed the need for better harmonization of the recently launched National Control Lists. These lists are self-defined export control directories set by each member state, and through better coordination, export control policies can be more consistent and effective among EU member states.

Finally, a proposal was made to clarify the timing of the assessment of export control regulations for dual-use items. Such a measure would make laws and policies governing the export of dual-use items (i.e., goods and technologies for civilian and military use) more transparent and accessible.
