Forests are reservoirs, money reservoirs, grain reservoirs, and carbon reservoirs. Forests and grasslands play a fundamental and strategic role in national ecological security. The forest and grassland system is responsible for managing the four major ecosystems of forests, grasslands, wetlands, deserts, and national parks, with a total area of more than 10 billion mu, accounting for more than 70% of the land area, and they are an important barrier to maintain national ecological security. This is a profound interpretation of the status and role of forestry and grassland in the construction of ecological civilization, and the strategic positioning of the future direction and task objectives of forestry and grassland work, and the main tasks and functions of the forestry and grassland sector have been transferred from important sectors of the national economy to ecological protection and restoration. However, the setting of forestry and grassland institutions has not kept pace with the changes in the task, and it is not suitable for the arduousness of the task it undertakes.
It is expected that local party committees at all levels and the first party will support the forestry and grassland undertakings and accelerate the restoration of the independent establishment of forestry and grassland institutions.
