On January 24, 2024, a particularly serious fire accident occurred at a street shop in Xinyu City, Jiangxi Province, killing 39 people and injuring 9 others. On January 19, a major fire accident occurred in the dormitory building of the Yingcai School in Dushu Town, Fangcheng County, Nanyang City, Henan Province, killing 13 children and injuring one child. Within a week, major and particularly serious fire accidents occurred in succession, and the problems exposed were extremely profound. In order to conscientiously implement the spirit of the important instructions of the general secretary and the instructions of the leading comrades, in accordance with the deployment of the national safety production television conference, resolutely and thoroughly rectify the outstanding risks and hidden dangers in key places, and resolutely prevent and curb the occurrence of fire accidents with mass deaths and injuries, the office of the national safety committee decided to organize and carry out a large-scale rectification action of fire safety in the country from now until the end of March. The relevant matters are hereby notified as follows:
First, the objectives and tasks.
Guided by the thought of socialism with Chinese characteristics in the new era, adhere to the "two firsts" and based on the "two fundamentals", fully recognize the current extremely severe fire situation, focus on key areas, focus on key links, make precise efforts, eliminate troubles, take multiple measures at the same time, and implement comprehensive policies, effectively improve the quality of investigation and rectification of major fire safety risks and hidden dangers, effectively improve the strong willingness and ability to find and solve problems, make every effort to prevent and resolve major safety risks, and resolutely reverse the passive situation of frequent fires. By focusing on carrying out large-scale investigations, large-scale rectifications, large-scale drills, large-scale talks, and large-scale supervision actions, we will comprehensively investigate the outstanding risks and hidden dangers of the "nine small places", multi-format mixed production and operation sites, and densely populated places, strictly implement the key requirements of rectification, and effectively transmit the pressure to the grassroots units and the end of the society, promote the compaction of the most terminal fire prevention responsibility, and resolutely curb the occurrence of major fire accidents.
Second, the scope of remediation.
1) "Nine small places". Including small schools and kindergartens, small medical institutions, small shops, small restaurants, small hotels, small singing and dancing entertainment, small Internet cafes, small beauty baths, small production and processing enterprises and other places.
2) Multi-format mixed production and operation sites. It includes a set of catering, accommodation, entertainment, commerce, warehousing, culture, sports, training and other multi-functional business premises, sublease, sublease to form a production and storage of a variety of functions of labor-intensive enterprises and other places.
3) Crowded places. Including hotels, restaurants, public entertainment venues, large commercial complexes, hospitals, boarding primary and secondary schools, nursing homes, tourist venues, children's welfare homes and other places.
Third, the focus of rectification.
Deeply absorb the lessons of the "1.24" special major fire accident in Xinyu City, Jiangxi Province, and the "1.19" major fire accident in Nanyang City, Henan Province, and focus on rectifying the following key issues:
1) Illegal construction operations and production and operation.
1.Construction operations without approval, construction operations without a license, demolition operations in violation of regulations, subcontracting construction operations in violation of regulations, and risky operations without implementing safety measures.
2.Illegal use of open flame or electric welding and gas welding operations, fire, electric welding and gas welding operators are not certified to work, electric welding and gas welding operations have not gone through the approval procedures for electric and gas welding, and corresponding fire safety measures have not been taken at the operation site.
3.No special personnel were arranged for on-site safety management during hot work.
4.The hot welding operation and spark operation on the construction site are carried out intersecting with fire and high-risk operations.
5.The cold storage set up in densely populated places and underground buildings uses flammable and combustible insulation materials in violation of regulations, and fire prevention measures are not strictly implemented during the construction, renovation and demolition of cold storage.
2) Insufficient conditions for safe evacuation.
1.Occupancy, blockage, closure of evacuation routes, safety exits, and fire truck access.
2.There are not enough safety exits and evacuation stairs in number and width.
3.Emergency broadcasting, emergency lighting, and evacuation signs were damaged.
4.Failure to formulate fire extinguishing and emergency evacuation plans in combination with the actual situation, and employees and dormitory staff did not master the skills of fighting the first disaster and organizing evacuation and escape.
5.The responsible person has not been identified for the multi-format mixed production and operation site, and the shared evacuation channels and safety exits are to be managed in a unified manner.
3) Setting up anti-theft nets and billboards in violation of regulations.
1.In densely populated places, anti-theft nets, iron fences, billboards and other obstacles are set up on doors and windows that affect escape and fire extinguishing and rescue.
2.Failure to check whether the public safety of the building is affected during the approval of outdoor billboards in crowded places in accordance with laws and regulations.
Each region can further refine the key points of rectification in combination with the characteristics of fire risks and hidden dangers in local "nine small places", multi-format mixed production and operation sites, and densely populated places, such as the illegal use of flammable and combustible sandwich color steel plate materials in densely populated places, damage to building fire-fighting facilities and other hidden dangers.
Fourth, work measures.
1) Concentrate on carrying out large-scale investigation actions. All regions should issue a notice on the rectification of three types of key places, comprehensively launch self-inspection and self-improvement of fire safety in three types of places, highlight risks and hidden dangers, require the person responsible for the site and the manager to lead the team to carry out self-inspection, and sign to confirm that the self-inspection record is archived for future reference. All relevant departments and units should formulate and issue the key points of fire inspection in three types of places, organize and carry out fire safety inspections in the industry, and find out the outstanding risks and hidden dangers in the industry. It is necessary to organize and mobilize grassroots forces such as public security police stations, fire work stations, and comprehensive law enforcement teams to carry out investigations, and report to the township and sub-district offices in a timely manner for outstanding risks and hidden dangers that are difficult to rectify, and organize relevant departments to jointly investigate and deal with them.
2) Concentrate on carrying out large-scale rectification actions. All regions, relevant departments and units should register and register the outstanding risks and hidden dangers found in the investigation, manage them in a closed-loop manner, implement policies by category, and write off the accounts one by one. For units that can be rectified by themselves, they should supervise and urge all rectifications in accordance with the law; For those that are difficult to rectify, they should be the target of tackling and rectifying, clarifying the responsibility and plan for rectification, refining the rectification measures and time limit, and rectifying one and closing the case. For units and establishments that fail to make corrections within the time limit or refuse to make corrections, they should stiffen their wrists, make full use of law enforcement methods, and deal with them strictly, severely, and quickly in accordance with the law. In particular, it is necessary to resolutely crack down on and rectify problems such as illegal fire and welding construction operations, evacuation channel blockage, and illegal setting of iron fences. Where there is serious untrustworthy conduct, it should be entered into the credit management platform, and joint disciplinary action should be carried out. For those suspected of committing crimes, strengthen the connection between executions and executions, pursue criminal responsibility in accordance with law, and never tolerate accommodation.
3) Concentrate on carrying out large-scale actions. All regions should concentrate on typical hidden dangers, outstanding problems and serious illegal acts, and announce the names of units and specific problems to the public. For those with particularly prominent hidden dangers and particularly serious illegal acts, coordinate with the provincial and local mainstream to promote the rectification of hidden dangers. Use the best platform to vigorously publicize the channels for reporting and complaints, implement relevant incentive measures, and mobilize the public to report fire hazards and fire violations. All regions, relevant departments and units should strengthen warning education on typical fire cases, analyze the causes and lessons of fire accidents, and improve the public's ability and quality of fire safety. It is necessary to widely carry out common sense propaganda such as the safe use of fire, electricity and gas, the safe discharge of fireworks and firecrackers, the smooth passage of life, and emergency evacuation and escape, and guide residents to consciously implement the "three clearances and three customs".
4) Concentrate on carrying out large-scale exercises. All regions, relevant departments and units should focus on three types of key places, such as "nine small places", multi-format mixed production and operation, and dense personnel, highlighting the "seven types of key groups" such as business owners, employees, dormitory administrators, medical staff and nurses, property personnel, security guards, grassroots law enforcement personnel and grid personnel, as well as volunteer fire brigades (micro fire stations), township ** full-time fire brigades, and enterprise full-time fire brigades. Carry out the methods and steps of review and evaluation, organize and carry out fire safety drills, focus on improving the ability of personnel to fight and evacuate from the first disaster, and strive to achieve everyone can escape and respond to emergencies.
5) Concentrate on the action of talks. All regions should combine large-scale investigation and rectification actions, carefully study and judge fire safety risks in key industries and fields, issue work reminders to relevant departments and units, point out outstanding risks and hidden dangers, and put forward preventive countermeasures. For fire-prone areas and industries with prominent problems, it is necessary to organize grassroots and industry departments to carry out interviews and issue work warning letters. Various regions have concentrated on listing and supervising a number of major fire hazards, forming a strong deterrent effect. For hidden dangers that are difficult to rectify and the risk of fire is high, all regions should organize and convene on-site meetings for the rectification of hidden dangers, clarify responsibilities, explain risks, explain hazards, and supervise the implementation of rectification.
6) Concentrate on carrying out large-scale supervision actions. All provinces (autonomous regions and municipalities directly under the Central Government) should organize relevant departments to jointly set up a number of supervision groups to sink to cities and counties, carry out "penetrating", "corroborative" and "related" open and secret investigations, and equip first-class camera personnel to check the video with the team, and hold a warning meeting after the end of each region, ** warning education film, analyze the deep-seated reasons, report the lack of work problems, pass on work pressure, and put forward suggestions and measures. Fifth, the work steps.
1) Mobilization and deployment (before the end of January 2024). Combined with the actual situation, refine the action plan for the region and the system to eliminate the problem and tackle the key points, clarify the scope and focus of the rectification, refine the division of tasks and work responsibilities, and make special deployments and launches. Widely release the announcement of fire safety rectification to the society, forming a strong momentum for eliminating trouble.
2) Eliminate the problem (before mid-March 2024). In accordance with the deployment of the large-scale rectification action, we will focus on carrying out large-scale investigations, large-scale rectifications, large-scale drills, interviews, and large-scale supervision actions, comprehensively investigate the "nine small places", multi-format mixed production and operation sites, and densely populated places to highlight risks and hidden dangers, strictly implement the key requirements of rectification, and ensure that the large-scale rectification work achieves practical results. It is necessary to integrate and mobilize the forces of public security police stations, comprehensive law enforcement teams, grid personnel and other parties, organize comprehensive training, and improve the ability to find and solve problems. The township (street) fire protection workstations that have been built have all been put into front-line inspection, giving full play to the role of grassroots terminals and improving the quality and efficiency of inspections.
3) Acceptance assessment (before the end of March 2024). All regional organizations will conduct acceptance and evaluation of the large-scale rectification action, summarize the results, and report problems. If the acceptance is unqualified, it is necessary to carry out key supervision and handling, and instruct the re-organization and development of a large-scale rectification action to eliminate troubles.
Sixth, the work requirements.
1) Strengthen organizational leadership. All localities, relevant departments and units should resolutely implement the spirit of the important instructions of the general secretary, stand at the height of overall development and security, improve the political position, and take the large-scale rectification action as the current political task of maintaining social stability, strengthen organizational leadership, command and scheduling, tighten and consolidate responsibilities, take effective measures, earnestly investigate risks and hidden dangers, pay close attention to the quality and efficiency of the large-scale rectification work, resolutely curb the frequent occurrence of various fire accidents, and ensure the safety of people's lives and property and the overall stability of society.
2) Strengthen overall planning. All regions, relevant departments and units should effectively combine and synchronize key tasks such as the three-year action of fire safety and the root cause of fire safety, the fire safety work of the Spring Festival, and the security work of the National People's Congress and the National People's Congress to strengthen system governance, comprehensive management, source management, and governance in accordance with the law, and immediately organize and carry out a comprehensive safety risk assessment, identify the key areas, sensitive places, and weak links where hidden dangers are concentrated, and take precise and effective measures to tackle tough problems and make every effort to maintain the region. 3) Strengthen oversight and accountability. All regions and relevant departments should incorporate the large-scale rectification action into the daily supervision and inspection content, and strengthen process supervision and accountability. Units and individuals who have violated the law must be strictly investigated and dealt with in accordance with the law; Those suspected of committing crimes shall be investigated for criminal responsibility in accordance with law. Where it is found that action is slow, that work is perfunctory, that problems cannot be found, or that problems are not dealt with, they should be circulated for criticism, supervised and rectified, and serious problems should be seriously held accountable and accountable. During the period of the large-scale rectification action, if a fire accident occurs with mass deaths and injuries, the responsibility back-check mechanism shall be activated in accordance with the procedures, and the relevant personnel shall be seriously held accountable in accordance with regulations, discipline and law.
