As a representative of "new quality productivity", the low-altitude economy is regarded as a strategic emerging industry that can give birth to unlimited potential and lead high-quality development. How should Shenzhen make use of its technological innovation and industrial advantages to build a real "city in the sky"? At the two sessions of the Shenzhen Municipal People's Congress, many deputies to the National People's Congress put forward suggestions on promoting the all-round development of the low-altitude economy.

The data shows that in recent years, Shenzhen has achieved remarkable results in application scenarios such as instant distribution, logistics, manned air flight, and emergency rescue. Taking Meituan's drone delivery business as an example, as of November 2023, Meituan drones have landed nearly 20 routes in Shenzhen, covering Longhua District, Longgang District, Nanshan District, Yantian District and other Shenzhen districts, with a total of about 210,000 delivery orders. Eastern General Aviation has expanded routes such as civil aviation connection in Shenzhen, intra-city commuting, inter-city flight, and cross-border flight between Shenzhen and Hong Kong, and launched "Air 120" rescue services.

Some data show that Shenzhen has a good low-altitude economic industrial base, among them, the output value of the civil UAV industry accounts for about 65% of the country, the export volume accounts for more than 90% of the country, the consumer UAV accounts for about 70% of the global market share, the industrial UAV accounts for about 50% of the global market share, and the dominant position of "the world's UAV manufacturing capital" is obvious.

According to him, Bao'an District will focus on the layout of the Shenzhen-Zhongshan Corridor Gateway Area, Advanced Manufacturing and Low-altitude Economic Headquarters Economic Cluster Area, as well as the UAV Logistics Industry Cluster Area. At present, Bao'an District has formed a "1+1+1+N" low-altitude economic work system of "one special plan, one implementation plan, one supporting policy, and multiple application scenarios", providing excellent development conditions for low-altitude economic enterprises.
In the future, Bao'an District will build a low-altitude economic and industrial comprehensive carrying area for the Greater Bay Area. Wang Lide said that the low-altitude economy, space economy and aviation industry in Bao'an District have been combined to form an "all-air economy". On this basis, Bao'an District plans to upgrade two more industries on the basis of "20+8" industrial agglomeration: first, airspace economy, including civil aviation, general aviation and low-altitude industries; The second is to expand to the marine industry. The status of the low-altitude economic strategy continues to improve, but the development still faces many difficulties. The development and utilization of low-altitude airspace resources are still facing challenges, airspace management, flight safety and other issues need to be effectively solved, and the formulation of relevant laws, regulations and standards also needs to be further improved, so as to become a consensus to ensure the sustainable development of low-altitude economy.
Li Jichao believes that Shenzhen should optimize the flight management of consumer drones and promote the development of low-altitude economy, "I found that there are still some problems in the urban flight management of consumer drones, and I hope to speed up the solution of relevant problems and promote the orderly flight of consumer drones in public space." He introduced that the "Interim Regulations on the Management of Unmanned Aircraft Flights" has been implemented on January 1, 2024, but the current airspace scope of flyability has yet to be released and optimized, the law enforcement boundary and rules need to be further clarified, the regulations are less publicized to the public, flight users and the market are highly sensitive to law enforcement, and the current management model of UAVs by relevant departments has a certain impact on consumers' desire to buy and market confidence.
Li Jichao mentioned that the current approval process and rules for consumer-grade drone flights need to be further clarified, which has had a certain impact on enterprises to carry out drone flight tests and other activities. For example, according to the feedback of the leading consumer drone companies, the drone cluster flight test is carried out under the premise of the approved flight airspace and flight plan, and the test activities are still stopped, the relationship between the rights and responsibilities of the relevant departments is not clear enough, and the management model needs to be further improved.
Li Jichao suggested that the relevant departments should appropriately maintain the tolerance of law enforcement, and before the release of the corresponding law enforcement standards and rules, focus on education for violations that have not caused serious consequences, do not publicize law enforcement punishment cases, and focus on positive safety guidance for law enforcement publicity, so as to reduce the social impact. At the same time, improve the approval mechanism for drone cluster flight activities, simplify the approval process, and guide the healthy and orderly flight of consumer-grade drones. In addition, Li Jichao suggested that the municipal urban management department and the public security department should support the selected areas in each jurisdiction to carry out pilot projects, explore the operation and management rules of consumer-grade drones in parks, and create a model for the safe flight and management of urban public spaces in the city and even the whole country.
