In late March 1977, the 24th base carried out a survey mission of the missile landing area. The mission was to carry out a live-fire exercise and joint operation of the Dongfeng X Jia0x batch of missiles launched by the 2nd Artillery Corps from Gansu, and our base was to measure the landing area. In the past, it was fired westward, but this time it was launched southward, and the impact point was in the Meiyu area of Yanyuan County, Sichuan Province, with a range of nearly 2,000 kilometers. The specific tasks of our base are: After the missile is launched, it captures and tracks the data of the target with the point, whether the landing point of the missile can hit the target, and how much the deviation is, and measures all the data that can be observed after the missile enters the passive section, and the parameters are obtained, and the results are processed in order to draw conclusions.
Why did the National Defense Science and Technology Commission decide that our 24 bases, far away from Yanyuan County, Sichuan, should carry out the task of surveying the bomb drop area, instead of letting the Xichang base in Xichang, which is nearby, be responsible? This is because the Xichang base is a space base under construction, and the 24 th base is an anti-missile missile test base, and there is also a terminal measurement station. The task of measuring the missile landing area carried out by us is precisely the task of "counterattack technology and target characteristics research" among the 14 tasks assigned to the antimissile test base by the National Defense Science and Technology Commission. If the enemy's strategic missile is launched from a distance of several thousand kilometers or tens of thousands of kilometers, and our early warning radar discovers the target, enters the data into the command post, and the command post makes a judgment and decides that the guidance radar will guide it within a certain distance, and our antimissile missiles will destroy the enemy's missiles in the air within a distance that can destroy the enemy's incoming missiles, so that the enemy's missiles will not be able to hit our targets.
The survey of the missile landing area is not only a task of our base, but also a drill as an anti-missile test mission, and is also one of our training tasks. The cadres, technicians and operators of our survey station have been trained, and they are relatively proficient in their work, and they are confident in completing the task, and they have also gained some experience after several on-site exercises.
Although this is the first time that we have carried out a drop zone survey task, we think it is up to the task. The Standing Committee of the Party Committee of the base has conducted a special study on the implementation of this task and made a specific division of labor. In addition to the survey station in the landing area, there is also an early warning radar station in our base to participate in this task. The station's early warning radar can detect the target in advance at a distance of several thousand kilometers and track it until the missile falls to the sheltered corner of the earth. The base is directly connected to the first area of the launch site**, and is in contact with each other in terms of launch, tracking, and measurement. The Standing Committee of the base decided that I would lead a working group to the Meiyu District of Yanyuan County to be responsible for the command; Shen Jianji led a working group to the early warning radar station to take charge of the command and directly contact the first area. During the mission, Hu Ruoyan was fully responsible for all other tasks of the base. I left the base with a few staff members on March 13, went to Xichang Station on the morning of March 14, and Zhang Min, commander of the 27th base, came to meet us, had lunch at the guest house of the 27th base in the morning, and took the command car from Xichang to Yanyuan in the afternoon. The launch was set on March 26.
During the period before the launch, I inspected the forward command post and various observation points and impact points in the Meiyu bomb impact area, visited all the cadres and fighters who were carrying out the observation mission, and organized two joint exercises. After that, I and the leaders of the survey station went to visit the Yanyuan County Revolutionary Committee, Deputy Chief of Staff Yang of the Sichuan Provincial Military Region, and Deputy Commander of the Xichang Military Subdistrict, and studied with them the evacuation problem within a radius of 5 kilometers centered on the impact point. According to the requirements of the test, all men, women and children must be evacuated to a safe area 5 kilometers away in the first 2 hours of the mission. It must be made clear to the local masses that although this is a real combat exercise, it must not be left in the danger zone to prevent accidents. Together with the leaders of the county party committee, Deputy Chief of Staff Yang, and Deputy Commander Dong, I also went to inspect the evacuation area on the spot, and studied with the commune cadres specific issues related to evacuation and ensuring safety. With the strong support of the local level, the entire evacuation work went very smoothly without any accidents.
