In the field of scientific and technological innovation, "breaking the four only" has become a broad consensus, but in the actual operation process, how to "break" decently and "establish" properly is a challenging task. In recent years, a number of policy documents have been issued at the national level, aiming to break the "four only" model and reduce the burden on scientific researchers. Shandong Province has also introduced a series of reform measures to develop the classification, precision and standardization of the evaluation of scientific and technological talents. However, there are still problems such as difficulty in implementation and lack of implementation in the reform of scientific and technological talents, resulting in the lack of sufficient "sense of acquisition" and "sense of experience" for scientific and technological talents. Shandong's pilot project is different from the previous policy advocacy based on "breaking", and pays more attention to the actual operation based on "establishment", which is a challenge to the old model and an in-depth optimization of the talent development environment.

The classification and evaluation clarified the pilot tasks and results of the four major categories of talents. This pilot implements classification and evaluation according to the occupational attributes, job nature, and field of different types of talents, so as to make the evaluation criteria more accurate and diversified. Among them, the evaluation of scientific and technological talents who undertake major national and provincial research tasks is guided by supporting major national and provincial strategic needs, the evaluation of basic research talents is guided by academic contribution and innovation value, the evaluation of applied research and technological development talents is guided by technological breakthroughs and industrial contributions, and the evaluation of social welfare research talents is guided by service support ability and social contribution. "What to do" and "what to evaluate", classification and evaluation can better motivate all kinds of scientific and technological talents to serve the country, devote themselves to research, take responsibility, accelerate the output of major scientific and technological achievements, and better serve the overall situation of economic and social development.

The reform of the evaluation of scientific and technological talents is a systematic project, involving many aspects, and the reform is difficult. In December last year, the "Shandong Provincial Science and Technology Talent Evaluation Comprehensive Reform Pilot Program" was approved by the Ministry of Science and Technology, and the reform pilot period was 2 years. The province has identified 20 pilot units, covering colleges and universities, scientific research institutes, major scientific and technological innovation platforms, medical institutions and science and technology enterprises, etc., aiming to form a number of replicable and generalizable typical experience and institutional documents. To promote the reform of the evaluation of scientific and technological talents, it is necessary for all relevant units to increase the reform of "delegating power, delegating power, delegating power, and providing services", and put forward a policy guarantee system that is coordinated with the reform tasks of the pilot units. All pilot units should have the courage to break the old rules and shackles, further improve the talent classification and evaluation standards, improve the talent classification and evaluation methods, and rationally use the talent evaluation results. At the same time, we will improve the relevant systems for talent evaluation such as performance appraisal, job hiring, professional title evaluation, remuneration, commendation and awards, so that more talents with real talents can stand out and give full play to their value.

Talent is made by doing. This reform is an in-depth reshaping of the evaluation system of scientific and technological talents, breaking the old "four only" model, which is more conducive to stimulating the innovation vitality of talents. This not only provides more opportunities and stages for those talents who are immersed in hard work and even have partial talents, but also provides strong talent support for building a strong province in science and technology and promoting green, low-carbon and high-quality development. It is expected that the pilot units will be brave in innovation, form a number of typical experiences and institutional documents that can be replicated and promoted at different levels, and sing the "voice of Shandong" in the evaluation and reform of scientific and technological talents.
