Whether you admit it or deny it, the prototype of a new world in the three poles is already emerging, and the war in Europe is not a dispute between Russia and Ukraine, but a contest between the United States and Russia. A few days ago, the United States and NATO were still promoting negotiations between Russia and Ukraine, transferring the Crimea and the four eastern Ukrainian oblasts occupied by the existing Russian army to Russia, and the remaining Ukraine joining NATO. This idea is opposed by Ukraine, but also by Russia, and is just wishful thinking on the part of the United States and NATO.

If this plan of the United States and NATO succeeds, although Russia will gain some territory, it will still be under the military siege of NATO, and the security situation will not change in the slightest compared with before the military operation.

If Russia's military operation is successful, it must have one of the following two goals, either the complete occupation of Ukraine, or NATO's retreat to the borders at the time of the collapse of the Soviet Union, so that Russia can be regarded as a "pole" in the "tripolar" world.

In order for Russia to become the "one foot" of the three-legged alliance, it must have absolute influence in Eastern Europe and maintain a certain influence in the Middle East and Central Asia; The United States should spit out Eastern Europe in Europe, in Asia, and ASEAN, and should not meddle in the Haihe Bay, let alone undermine the "Belt and Road" and the construction of a community with a shared future for mankind. After the United States vomited, it still maintained its absolute right to speak in NATO, Japan, South Korea, and Australia and New Zealand.

Reform of the UN Security Council in the new world is inevitable, and 12 permanent members can be established. The nine countries that do not have the right of veto will each be elected three in the "tripolar" world, except for the 12 permanent members, and two seats will be allocated to each of the five continents of Asia, Africa, Europe, the United States, and the United States, which will be re-elected every two years.

Although the birth of the "tripolar" new world is a difficult process, its formation is a tremendous progress compared with the unipolar world, and without the excesses of a "tripolar" world, it is impossible for mankind to enter a democratized and multipolar world.
