Notification of the declaration of work
In order to further improve the level of housing security for young talents who come to our city for employment and entrepreneurship, and solve the worries of young talents for employment and entrepreneurship, it is now decided to carry out the application for the first batch of young talents in 2024, as follows:
First, the way to declare
Apply through the "Haiyiban" app or "Sanya Housing and Construction" WeChat***.
Second, the declaration time
January 30, 2024 to February 18, 2024.
3. Application conditions
The protection object of BIBS Transitional Apartment is young talents (including staff of party and government organs) who come to Sanya for employment and entrepreneurship for the first time from October 1, 2023, and must meet the following conditions:
1) Age and educational qualifications.
1. Talents under the age of 40 (inclusive), with a full-time master's degree (inclusive) or above, or with senior professional and technical qualifications and senior technician professional qualifications;
2. Talents under the age of 35 (inclusive), with a full-time ordinary bachelor's degree (inclusive) or above, or with intermediate professional and technical titles (inclusive) or above, technician (inclusive) or above professional qualifications;
3. Approved by the Office of the Talent Work Leading Group of the Municipal Party Committee, other young talents introduced in various industries and fields in the city.
2) Housing and other conditions.
1. The applicant and his/her spouse do not own their own housing in the city;
2. The applicant and his/her spouse are not allocated to rent public rental housing or affordable rental housing in the city;
3. The applicant and his/her spouse have not enjoyed the housing rental subsidy or housing purchase subsidy in the city;
4 Before October 1, 2023, you have not paid social insurance and individual income tax in this city, and have not established and led an enterprise in this city;
5. The applicant and his employer are not listed as judgment defaulters.
Fourth, the declaration and distribution process
1) Declaration channels.
1 Application on the "Haiyiban" APP: The applicant can log in to the "Haiyiban APP", select "All Services", "Housing and Real Estate", and "BIBS Apartment", enter the "BIBS Apartment Application" page, and follow the corresponding prompts to declare.
2 "Sanya Housing and Construction" WeChat *** Declaration: The applicant selects "Smart Housing Construction" and "Beanstalk Apartment" by following the "Sanya Housing and Construction" WeChat***, logs in and enters the "Beanstalk Apartment Application" page, and declares according to the corresponding prompts.
2) The type of application materials.
The application materials are divided into two categories: "application and submission" and "tolerant submission", and the applicant can choose one to submit.
1 "Application and Submission" materials include: (1) ID card and passport; (2) Academic certificates or qualification certificates; (3) Personal Integrity Pledge; (4) The employer shall assist in providing the business license and the letter of commitment of good faith of the unit; (5) Labor contract or employment agreement; (6) Proof of social insurance payment or individual income tax.
2 The materials to be submitted in advance for "tolerant submission" include: (1) ID card and passport; (2) Academic certificates or qualification certificates; (3) Personal Integrity Pledge; (4) The employer shall assist in providing the business license and the letter of commitment of good faith of the unit;
The materials that can be "tolerated and submitted" include: (1) labor contract or employment agreement; (2) Proof of social insurance payment or individual income tax.
Applicants who choose to submit the materials must complete the labor contract (or employment agreement) and social insurance payment certificate (or individual income tax certificate) within 2 months from the date of application for qualification review.
3) Review and publicity process.
Review the materials submitted by the applicant and the content of the integrity pledge, and publicize it on the public platform for 3 working days, and if there is no objection or the objection is not established, it will enter the distribution link. If the materials provided by the applicant are incomplete, and the materials required to be supplemented are not submitted within 3 working days, the application will be deemed to have been abandoned.
4) Contract signing.
Applicants who choose to submit the materials after passing the publicity can sign the "Sanya Seedlings Transitional Apartment Lease Contract" with the housing management department and go through the relevant check-in procedures. Applicants who choose to submit the materials can first sign the "Sanya BIBS Transitional Apartment Lease Contract" with the housing management department and go through the relevant check-in procedures, and submit the "TOLEBS materials" on time for qualification review. If the review fails, the tenant shall vacate the house within 5 working days from the date of receipt of the notice from the housing management department, and the rent of the month shall be paid in full and the deposit shall be deducted.
5) Lease term and related fees.
The lease term of Sanya BIBS Transitional Apartment is generally not more than 2 years, and those who have rented it for 2 years must check out in the 24th month. If the applicant rents ** public rental housing, the rent shall be charged according to the regulations; **If it is affordable rental housing, 70% of the prescribed rent will be charged; ** For other types of rental housing, the housing management department shall apply to the municipal housing security department for the record, and 60% of the record shall be charged.
5. Special Matters
1) The applicant's family shall be a family member with full capacity for civil conduct who shall submit the application as the applicant himself.
2) Each young talent and his/her spouse can only enjoy the Seedlings Transitional Apartment Policy once, and if both husband and wife meet the requirements, one of them shall declare.
3) If the tenant leaves the city for employment and entrepreneurship, or the tenant and his or her spouse purchase a house or rent affordable housing in the city, the tenant shall vacate it in a timely manner.
4) If the tenant changes the work unit in the city, it shall report to the housing management department in a timely manner and submit the change of the employer for the record. The original lease contract shall continue to be valid, and the new employer, as the sponsor of the applicant, shall bear the corresponding responsibilities.
5) Pursue responsibility for employers and individuals who have violated rules such as subleasing without permission or committing fraud; Personnel who do not perform their duties of supervision and management, derelict their duties, twist the law for personal gain, or abuse their authority shall be dealt with in accordance with laws and regulations, and if a crime is constituted, they shall be transferred to the judicial organs for investigation of criminal responsibility.
