2.On the policy side and the financial side, we will encourage relevant industries to innovate business models, and cooperate with leading enterprises to form a first-class terminal industrial chain;
3.Improve the power battery life cycle management and monitoring system, and give a single battery "ID card" record system.
This proposal not only combines the advantages of local science and education, but also proposes a clear "traceability" system for power batteries. The content of the proposal seems to be concise, but in fact, it is supported by many surveys.
Talking about the original intention of the "cross-border" proposal, Guo Jixun told the author that because Vanke has participated in the management of many property projects, he will go to the project property every month to conduct research, and found that with the increase in the proportion of residents using new energy vehicles year by year, the installation of charging piles in underground garages continues to increase.
At the level of industry background, Shaanxi's new energy vehicle industry has shone brightly before, which has brought a reshaping impact on local industries, and the understanding and consideration of the industry behind the "cross-border" proposal are worthy of careful scrutiny.
Generally speaking, if the vehicle is used for 5 to 8 years, the battery capacity is less than 80%, which will affect the vehicle endurance, and at this time, the power battery will face "retirement".
On the one hand, the power battery is one of the ways of battery materials, and some batteries can be directly put into the battery field with lower requirements for secondary use after proper repair, so as to realize the recycling of resources. For example, communication base stations, solar street lights, UPS power supplies and other small energy storage fields. If the battery has a large loss, it will be disassembled directly**.

At present, the best mechanism of the power battery market is not perfect, and there are many difficult problems. For example, the proportion of formal outlets is small, and the industry as a whole still presents a 'small and scattered' pattern. Guo Jixun also admitted to the author, "At the same time, there are potential safety hazards in the operation process, the number of compliant enterprises and the processing capacity are limited, and some retired batteries flow to small enterprises, and have formed individual regional market clusters, dismantling operations are not standardized, and need to be paid attention to." ”
Combined with the rapid growth of electric vehicles since 2014, although the proportion of retired power batteries is not high, the number of scrapped batteries may continue to grow in the future as time goes by.
It is estimated that by 2025, China's retired power batteries will be close to 1.16 million tons.
Promoting resource recycling is of great significance for the high-quality and healthy development of green industry and circular economy in our province and even the whole country. Guo Jixun told the author.
From a city point of view, Shaanxi, as a major automobile province in China, has mainstream car companies such as BYD, Geely, and Shaanxi Automobile, and has the best system of the whole industry chain of new energy vehicles such as R&D and design, key components and vehicle manufacturing. As of 2023, the production of new energy vehicles accounts for 71% of the total automobile production in the province1%。
At the same time as the drive of new energy vehicle technology and the outbreak of the industry, the problem of the use of power batteries is becoming more and more prominent, and the industry consensus is that only by improving the power battery industry can the development of the new energy vehicle industry truly "return from green to green".
At present, the utilization of power batteries is in the early stage of industry development, and both cities and enterprises are in the stage of "horse racing".
