Cheng Li, female, from Chongqing, born in May 1984, is currently the director of the trial management office (research office) of the Daxing Court, and a fourth-level senior judge. In order to improve the mechanism for handling enforcement objection cases, Cheng Li drafted the "Daxing Court's Work Guidelines on Regulating Issues Related to the Filing and Review of Enforcement Objections" to standardize the case-handling process and shorten the case-handling cycle. In order to protect the legitimate rights and interests of the parties to the greatest extent and reduce the risk of enforcement work, she sorted out the risk points found in the process of objection review, and reminded the implementation team of risks through the implementation of micro-classrooms and "Xin" practical classrooms, so as to further standardize the enforcement behavior. At the same time, she continues to innovate measures to facilitate enterprises and benefit the people, and in view of the complex and "niche" characteristics of enforcement objection cases, she makes enforcement objection application templates in different categories, effectively reducing the litigation burden of the parties and promoting the optimization and upgrading of the business environment.
As an expert in trial business, Cheng Li also conveyed the voice of the frontline of enforcement through different channels, contributing to the improvement of the enforcement mechanism. She has been invited to participate in many seminars on the implementation of legislation and judicial interpretations, and participated in the drafting of the Civil Enforcement Law, which has been commended by the Supreme People's Court. It is precisely because she is well aware that trial management is the "baton" of trial and execution work scheduling, and she closely focuses on her work functions, actively explores new models of trial management, and improves various work processes. In order to further standardize the management of trial time limits, she led the team to carry out case-by-case investigation of long-term unfinished cases one by one, established a work ledger, and facilitated the whole court to complete the goal of clearing the backlog of cases ahead of schedule, so that the long-term unfinished cases of more than two years were the first to be cleared in the city's courts, and received important instructions from the leaders of the Municipal High Court.
In view of the root cause of the systemic and universal problems in the trial and enforcement work, Cheng Li carried out special research on the connection between the trial and execution, and took the lead in drafting the "Daxing Court Provisions on the Coordinated Operation of Case Filing, Trial and Enforcement", which helped to improve the quality and efficiency of case handling, and created the "sharing, coordination and integration" mechanism of the trial and execution was rated as an excellent case of "micro-innovation" in the judicial reform of Beijing courts, providing a valuable practice sample for the Municipal High Court to issue relevant regulations.
As the director of the Audit Management Office (Research Office), Cheng Li not only had to climb alone, but also took the young police officers to climb together.
