Establishing and improving the data transaction system is the key core to realize the market-oriented allocation of data elements and break through the blocking points of data value channels. The Shenzhen Municipal Committee of the Peasants' and Workers' Party submitted a collective proposal, proposing to promote the establishment of an interconnection mechanism between the Shenzhen Data Exchange and other data trading venues, promote the unification of national compliance review standards for data element products, and build a national integrated data trading market system. Clarify the pricing rules for data element evaluation, explore a comprehensive pricing mechanism of "cost + market + quality", and promote evidence-based data element evaluation and pricing.
In terms of the application of data elements, the proposal proposes to actively promote the development of the city's data element industry agglomeration, guide the data element technology, service-oriented enterprises and application-oriented enterprises with a certain scale, technological innovation strength and industry influence to settle in the data element agglomeration area, strengthen cooperation with colleges and universities, and create a data element industry and education consortium. At the same time, explore the demonstration of cross-border data circulation and trading. The proposal proposes to carry out innovation in the integration and application of Shenzhen-Hong Kong cross-border data circulation, improve the cross-border data management system, improve the communication mechanism between the two places, promote Shenzhen-Hong Kong cross-border data cooperation in the Hetao, Qianhai and other areas, support innovative product forms such as data derivatives and data financial products to participate in cross-border data transactions, and create a number of demonstration cases of cross-border data circulation and trading in industries.
The Development Plan for the Shenzhen Park of the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone in the Loop issued last year clearly states that it is necessary to accelerate the layout of artificial intelligence and the frontier areas of digital economy development. This year, the Association for Science and Technology of the Chinese People's Political Consultative Conference (CPPCC) submitted a collective proposal to build a national-level data element circulation technology and application innovation center in the Shenzhen Park of the Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone in the Loop.
The proposal suggests that the center can promote the integration of industrial chain, innovation chain, capital chain and policy chain through the integration of innovation resources such as leading enterprises, universities, scientific research institutes, and third-party service institutions, form a data innovation ecology, and provide eight major service functions, namely, to carry out core technology research on data element circulation, to provide public platform services for data trusted circulation, to create large-scale application demonstration of data products, to carry out data element innovation and entrepreneurship incubation, and to carry out data element talent training and identification. Organize the formulation of technical standards for the circulation of data elements, explore the formulation of rules for cross-border data flows, and build an open and cooperative network for the data element market.
