The illegal operation of "black cars" cannot protect the legitimate rights and interests of passengers, and seriously affects the order and safety of road traffic.
In order to further protect the property safety of the people, safeguard the rights and interests of legitimate operators, and provide a good road traffic environment for the safe and orderly travel of the people, the transportation department of Changbai Mountain Protection and Development Zone will further crack down on the illegal operation of "black cars", and hereby notify as follows:

If the illegal operation of "black cars" is verified to be true, the traffic and transportation law enforcement department will be punished severely in accordance with the relevant provisions of the "Road Transport Regulations of the People's Republic of China", "Road Transport Regulations of Jilin Province" and "Regulations on the Administration of Urban Public Passenger Transport in Jilin Province", and will not be tolerated.
1) Strictly investigate and deal with acts of engaging in cruise taxi business without permission and disrupting the order of market operations;
B) the organization of illegal operation of transport enterprises, according to law ordered to suspend business for rectification or revoke the road transport license. Travel agencies, hotels, hotels and other related enterprises and organizations that have not gone through any relevant formalities and obtained business licenses, and have carried out paid services for tourists to carry out illegal operations of "black cars" will be strictly investigated and dealt with in accordance with the law in conjunction with relevant departments;
3) Any obstruction of traffic and transportation law enforcement personnel in the lawful performance of official duties, violent resistance to the law, gathering crowds**, etc., will be transferred to the public security organs for handling in accordance with the law. where a crime is constituted, it shall be transferred to the judicial organs for investigation of criminal responsibility in accordance with law.
