The Western Land-Sea New Corridor is connected to the Silk Road Economic Belt in the north, the 21st Century Maritime Silk Road in the south, and the Yangtze River Economic Belt, which has an important strategic position in the pattern of regional coordinated development.

In recent years, the National Development and Reform Commission (NDRC) has successively issued the Master Plan for the New Western Land-Sea Corridor and the Implementation Plan for Promoting the High-quality Construction of the New Western Land-Sea Corridor during the 14th Five-Year Plan, clarifying the guiding ideology, basic principles, strategic positioning and development goals for the construction of the New Western Land-Sea Corridor, and making specific arrangements in terms of transportation corridors, logistics facilities, corridor operation and logistics efficiency, opening up to the outside world and international cooperation.

The provinces (autonomous regions and municipalities) along the Belt and Road will take the opportunity of the high-level joint construction of the new land-sea corridor in the western region to comprehensively improve the transportation infrastructure network, organically connect the Silk Road Economic Belt and the 21st Century Maritime Silk Road, realize the linkage between land and sea at home and abroad, and the mutual assistance between the east and the west, and become a new engine for the joint construction of the 'Belt and Road'. After in-depth research, Wang Bingnan suggested that the top-level design of the new western land-sea corridor should be further optimized, the construction of the coordination mechanism should be improved, the overall coordination role of the inter-ministerial joint conference mechanism should be strengthened, and the local government should be promoted to carry out regular consultations and mutually beneficial cooperation between enterprises; Accelerate the construction of a digital, networked, and intelligent public information service platform, integrate the industry, logistics and other information of the provinces along the channel, and strengthen data sharing and business linkage.

How to solve the blockage in the construction process of the new western land-sea corridor? Hu Wei suggested that the construction of smart ports should be accelerated, and qualified ports should be included in the construction pilot, and the intelligent port facilities should be vigorously promoted to improve the operation efficiency of ports; At the same time, improve the port information exchange and sharing mechanism, formulate a technical standard system for information interconnection between customs, railways, ports, shipping and other departments at the national level, promote cross-departmental information openness and sharing, and improve the efficiency of customs clearance services.

As the backbone project of the new land-sea corridor in the west and a major project of the "14th Five-Year Plan", the Pinglu Canal in Guangxi is the first river-sea connection canal built since the founding of the People's Republic of China. The Master Plan for the New Western Land-Sea Corridor puts forward clear requirements for the positioning and functions of the regions along the route, and we will work together to jointly promote the high-quality development of the new Western Land-Sea Corridor.

In this regard, Wang Changlin, member of the National Committee of the Chinese People's Political Consultative Conference and vice president of the Chinese Academy of Social Sciences, suggested that the new western land-sea corridor should be promoted to integrate and dock with major national and regional strategies, so as to provide strong support for the high-quality economic development of the western region and its integration into the new development pattern.

It is recommended to study and formulate guidance on the integration and docking of major regional strategies such as the development of the new western land-sea corridor and the development of the Yangtze River Economic Belt and the comprehensive deepening of reform and opening up in Hainan, and promote the construction of industrial parks, logistics channels, and platforms for opening up to the outside world, so as to promote the integration and docking of reform implementation measures. In recent years, Yunnan has continued to amplify the first-class channel effect of the China-Laos Railway based on its geographical advantages, efficiently connecting the trains of the new western land-sea corridor and the China-Europe trains, so as to better serve and integrate into the construction of the new western land-sea corridor and continue to improve the level of interconnection with neighboring countries.

The new western land-sea corridor has played an important role in promoting economic and trade cooperation between China and ASEAN. In this regard, Gu Xueming, a member of the National Committee of the Chinese People's Political Consultative Conference and president of the International Economic Cooperation Research Institute of the Ministry of Commerce, believes that it is necessary to give full play to the advantages of the new western land-sea corridor to efficiently connect China and ASEAN, promote the leading enterprises along the channel to lay out characteristic industrial bases in ASEAN, rely on the open platform along the channel, deepen cooperation with ASEAN in tourism, transportation and other services, and accelerate the improvement of cooperation with ASEAN in cross-border e-commerce, digital software and other services.

It is recommended to deepen cross-border industrial cooperation with ASEAN, in the field of advanced manufacturing, rely on the new western land-sea corridor to optimize the cross-border industrial layout and division of labor cooperation system between China and ASEAN, learn from the experience of the China-Malaysia 'two countries, two parks' model, and encourage regions along the corridor to build a number of industrial parks with complementary advantages and mutual benefit and win-win results with ASEAN countries.
