Innovative small and medium-sized enterprises have a high level of specialization, strong innovation ability and development potential, and are the basic strength of high-quality small and medium-sized enterprises.

Evaluation and identification process of high-quality small and medium-sized enterprises and innovative small and medium-sized enterprises

The evaluation and application of high-quality small and medium-sized enterprises adhere to the principle of voluntary, open and transparent enterprises. The Provincial Department of Industry and Information Technology will issue relevant documents every year, organize all localities to carry out review and recommendation work, and clarify the specific work content and relevant requirements. The application work generally adopts a combination of online and offline methods, and relevant materials are submitted through the Jiangsu Provincial Specialized and Special New Enterprise Cultivation Service Platform and the Ministry of Industry and Information Technology's High-quality Small and Medium-sized Enterprise Gradient Cultivation Platform, and the specific matters will be clarified in the relevant annual documents.

The evaluation of innovative small and medium-sized enterprises shall be accepted all year round and reviewed and evaluated in batches, and the enterprises shall log in to the provincial cultivation platform to apply for participation in the evaluation. According to the principle of territoriality, the competent department of small and medium-sized enterprises in the county (city, district) where the enterprise is registered shall conduct a preliminary review of the evaluation standards for innovative small and medium-sized enterprises. The competent departments of small and medium-sized enterprises in districted cities are responsible for the review, confirmation and publicity of the evaluation of innovative small and medium-sized enterprises. If there is no objection to the publicity, the competent department of small and medium-sized enterprises in each districted city shall submit it to the Provincial Department of Industry and Information Technology, and the Provincial Department of Industry and Information Technology shall announce it as an innovative small and medium-sized enterprise in batches. In principle, innovative small and medium-sized enterprises will be evaluated and announced in two batches every year, and may also be appropriately adjusted in combination with the actual situation.

Evaluation criteria for innovative small and medium-sized enterprises

1. Announcement conditions

The evaluation score is more than 60 points (of which the score of innovation ability index is not less than 20 points, and the score of growth index and professional index is not less than 15 points), or one of the following conditions is met:

1) Won national and provincial science and technology awards in the past three years.

2) Won the honors of high-tech enterprises, national technological innovation demonstration enterprises, intellectual property advantage enterprises and intellectual property demonstration enterprises (all within the validity period).

3) Have a recognized R&D institution at or above the provincial and ministerial level.

4) The total amount of new equity financing (the amount paid by qualified institutional investors) in the past three years is more than 5 million yuan.

Second, the evaluation index

It includes six indicators in three categories: innovation ability, growth and specialization, and the evaluation results are calculated according to the score, with a full score of 100 points.

Description of some indicators and requirements

1) If there is no special description of the period in the index, the annual data of the enterprise in the past one year is generally used, which is specifically defined as: refers to the previous complete accounting year of the enterprise, and the number at the end of the audit report of the previous year shall prevail. For enterprises with subsidiaries or parent companies, the relevant provisions of the Accounting Standards for Business Enterprises issued by the Ministry of Finance shall be implemented.

2) The term "owning an independent brand" refers to the main business product or service with independent intellectual property rights and meeting one of the following conditions:

1.The product or service brand has been officially registered with the Trademark Office of the State Intellectual Property Office.

2.The product or service has realized revenue.

3) The term "quasi-intellectual property rights" includes invention patents (including national defense patents), new plant varieties, national crop varieties, national new drugs, national first-class protected varieties of traditional Chinese medicine, and exclusive rights to the layout design of integrated circuits (all of which do not include intellectual property rights that have been transferred for less than one year).

4) The so-called "value-based intellectual property rights" must meet one of the following conditions:

1.Invention patents with patent families overseas or other types of intellectual property rights derived from overseas, of which patents are limited to invention patents granted by G20 members, Singapore and the European Patent Office after substantive examination.

2.Quasi-intellectual property rights that have been maintained for more than 10 years.

3.Quasi-intellectual property rights that achieve higher pledge financing amounts.

4.Won the National Science and Technology Award or the China Patent Award for intellectual property rights.

5) The so-called "quasi-intellectual property rights" include software copyrights (excluding trademarks) related to leading products, utility model patents or design patents that have been maintained for more than 2 years after authorization (excluding intellectual property rights that have been transferred for less than 1 year).

6) The so-called "digital transformation level of enterprises" refers to the completion of free self-testing of digital level on the gradient cultivation platform of high-quality small and medium-sized enterprises, and the specific self-testing** and relevant standards are separately clarified.

7) The term "major safety (including network security, data security), quality, environmental pollution and other accidents" refers to product safety, production safety, engineering quality and safety, environmental protection, network security and other regulatory departments at all levels, in accordance with the "People's Republic of China Work Safety Law", "People's Republic of China Environmental Protection", "Regulations on Production Safety Accident Reporting, Investigation and Handling", "People's Republic of China Cybersecurity Law", "People's Republic of China Data Security Law" and other laws and regulations, the Supreme People's Court, Judgment opinions issued by judicial interpretations of the Supreme People's Procuratorate, departmental rules, local regulations, etc.

8) The so-called "equity financing" refers to the way in which the shareholders of the company dilute part of the company's equity to investors and introduce new shareholders by increasing capital and shares (transferring no more than 30% of the equity), so as to obtain corporate financing.

9) The term "qualified institutional investors" refers to venture capital** and private equity investment** that have completed the filing and standardized operation in accordance with the relevant provisions of the Interim Measures for the Administration of Venture Capital Enterprises (Decree No. 39 of 10 Departments including the National Development and Reform Commission) or the Interim Measures for the Supervision and Administration of Private Investment** (Decree No. 105 of the CSRC).

10) The term "leading product" refers to the core technology of the enterprise that plays an important role in the product, and the sum of the product revenue accounts for more than 50% of the company's operating income in the same period.

11) The so-called "leading products have a market share of more than 10% in the national market segment and enjoy high visibility and influence" can be supported by self-certification or other means.

12) The so-called "provincial-level science and technology awards" include science and technology awards of all provinces, autonomous regions, and municipalities directly under the Central Government.

First, second and third prizes; "National Science and Technology Awards" include the National Science and Technology Progress Award, the State Natural Science Award, the National Technological Invention Award, and the National Defense Science and Technology Award.

13) Unless otherwise specified, the terms "above" and "below" include this number; The term "exceeding" does not include this number. 16) The list of the top 500 and top 50 enterprises in the "Maker China" SME Innovation and Entrepreneurship Competition refers to the list officially released by the competition since 2021.
