However, the county's decision-making and the allocation of compensation funds cannot convey the wishes of the villagers upwards. Considering that there are only three affected villagers, the number is small, and they cannot form a politically influential group, the villagers' ** has become a kind of weak **, which is manifested as not cooperating, complaining with the villagers in private, just like a stage, can only stay "behind the scenes", and in the front desk where power exists, the villagers can only be obedient. Reminiscent of Professor He Xuefeng's point in "New Rural China", before the abolition of agricultural tax, village public utilities still need to charge farmers, and village meetings still need to do the work of villagers and negotiate and coordinate with villagers, but after the abolition of agricultural tax, village cadres no longer rely on villagers, resulting in a weakening of the motivation for consultation with farmers. What is Villager A angry about? In fact, what the villagers want is a definite and *** document, detailing when and how the remaining half of the money will be given. The villagers also understand that the village party secretary itself also has difficulties, "The last village party secretary resigned and quit, because he also knew that some policies were unreasonable but there was no way, and the villagers were making trouble, so they really couldn't do it." However, the lack of institutional documents is unreassuring, and the village party secretary is changed every few years, and it is uncertain whether the account can be denied at that time. This reminds me of an incident that occurred in a city last year, the birth subsidy policy formulated by the city to encourage childbirth, two months after the implementation of the public reported that they could not apply, and the departments shirked each other, and the response was that "the relevant implementation rules have not yet been issued and are being formulated". Therefore, institutionalized policies and channels are crucial for villagers.

Second, the favor is also light: why does money make the favor weak, "to tell the truth, the favor is also weak", villager A talked to me about the quarrel with the village party secretary, mentioned, "Who quarreled with whom in the past, many things can be taken and put down, and they have passed, but now it is different." Having money and making money makes people less favorable, but that's only one of the reasons. Why does having money alienate people? Before the trend of "part-time work and half-farming" to work in the city, they relied on the land for their livelihood all year round, and their leisure time became an opportunity to strengthen their relationship. In the spare time, the house needs to be bricked and tiled, friends come to the house for a meal, and it is common to carry a cigarette, anyway, they usually come when there is nothing to do. Nowadays, however, there is less time to farm, as many people are working outside the home to earn money. This kind of farming time provided an opportunity for general reciprocity, but this opportunity gradually disappeared. From mutual aid to earning their own money, human affection has become weak over time.

The standard of living of migrant workers has improved, but it makes them afraid to visit the door during the New Year, and they are indeed not rich enough to give gifts, but they can't say that they don't give it, so they don't go out less. This can also be said to be an unintended impact of part-time work and half-farming in the city.
