In order to further optimize the management of road motor vehicle manufacturers and product access, facilitate the declaration of enterprise and product access by industry enterprises, and combine the actual work of daily access review, the key points of product access technical review are hereby announced. The key points of the technical review are not the basis for obtaining access, but are only for reference when enterprises in relevant industries declare, and will be updated and re-published according to the technological development and management needs of the industry. Enterprises shall comply with the Administrative Measures for the Access of Road Motor Vehicle Manufacturers and Products (Order No. 50 of the Ministry of Industry and Information Technology) and the Administrative Regulations on the Access of New Energy Vehicle Manufacturers and Products (January 6, 2017, announced by Order No. 39 of the Ministry of Industry and Information Technology, and revised according to the Decision of the Ministry of Industry and Information Technology on Amending the Administrative Regulations on the Access of New Energy Vehicle Manufacturers and Products issued by Order No. 54 of the Ministry of Industry and Information Technology on July 24, 2020). ), requirements for the access review of road motor vehicle products (Announcement No. 1 of 2019 of the Ministry of Industry and Information Technology) and related standards and technical specifications. 1. Passenger cars
1) Small and micro passenger vehicles shall comply with the relevant requirements of the Notice of the Ministry of Industry and Information Technology and the Ministry of Public Security on Further Strengthening the Production and Registration Management of Light Trucks and Small and Micro Passenger Vehicles (Ministry of Industry and Information Technology Unicom 2022 No. 3).
2) Small and micro vans shall comply with the Notice of the Ministry of Industry and Information Technology and the Ministry of Public Security on Strengthening the Production and Registration Management of Small and Micro Vans and Motorcycles (Ministry of Industry and Information Technology Lianye No. 453 of 2014) and the Notice of the Ministry of Industry and Information Technology and the Ministry of Public Security on Further Strengthening the Production and Registration Management of Light Trucks and Small and Micro Passenger Vehicles.

3) Passenger cars shall be equipped with an event data recording system (EDR) in accordance with GB 39732; If it is equipped with an on-board ** drive recorder system that complies with the provisions of GB T 38892, it shall be deemed to meet the requirements. Applicable models that meet the requirements of the standard should be indicated in other columns: "The car is equipped with an automotive event data recording system (EDR)" or "The car is equipped with an on-board ** driving recording system (DVR)".
4) For passenger cars that have declared quasi-trailer quality, they should meet the relevant requirements of the Notice on Standardizing the Declaration Requirements for Light Vehicles with Traction Functions (Equipment Center 2022 No. 264).
Second, the passenger car
1) low driving area passenger car (commonly known as "one and a half passenger cars") should meet the following technical requirements: low driving area long-distance, tourist passenger cars as single-deck passenger cars; The low driving area should be arranged in front of the front axle of the passenger car, and the number of occupants in the low driving area is up to 2 people (including 1 driver and 1 attendant); The passenger area section cannot be arranged as a double-storey structure.
2) Passenger cars with passenger standing areas and buses without passenger standing areas with a length of more than or equal to 6m, as well as highway buses and tourist buses with a length of more than 9m, shall have isolation facilities in their driving areas to prevent others from intruding into the driving area. Isolation facilities should not affect the safe driving of drivers and the emergency evacuation of occupants.
3) All passenger cars (except dedicated school buses and passenger buses with passenger standing areas) shall indicate the number of seats provided by the bus to the occupants (including the driver) in Chinese and Arabic numerals with a height greater than or equal to 100mm in a position that is easily visible on the outside of the vehicle near the passenger door.
4) Highway buses and tourist buses with a length of more than 11m should be fully load-bearing integral frame structure.
5) Highway buses, tourist buses and buses without passenger standing areas should be equipped with a single fuel tank, and the volume of a single fuel tank should be less than or equal to 400L.
6) In the test project of "Special School Bus Safety Technical Conditions", the air quality test in the car is only a static test.
3. Trucks
1) Requirements for the utilization coefficient of the mass of trucks:
The formula for calculating the load mass utilization coefficient of trucks (excluding new energy products): load weight utilization coefficient = (rated load weight + cab occupant mass) curb weight, and the calculation result is reserved to two decimal places (not round).
The requirements for the load mass coefficient limit are shown in the following table
Note: 1) for the top cover quality of dump trucks equipped with a top cover, should be included in the curb weight; For the quality of the lifting device of the truck-mounted crane truck, it should be included in the rated load weight; 2) truck-mounted crane trucks, flatbed trucks, and detachable vehicles shall be executed according to steeplechase trucks; 3) cab occupant mass calculated by 65 kg people.
The mass utilization factor of off-road trucks and off-road vans shall meet the following limit requirements:

2) Total quality requirements for transport vehicles.
The total mass of the transport vehicle modified by the chassis or the whole vehicle shall not be greater than the maximum allowable total mass declared by the chassis or the whole vehicle, nor shall it be less than 90% of the maximum allowable total mass declared by the chassis or the whole vehicle.
3) Technical requirements for passenger van trucks.
Total mass 4The van truck with an integral body (passenger van, enclosed) structure below 5 tons meets the following technical requirements: the rated load weight of the vehicle should be greater than the number of vehicle occupants (including the driver) 65kg; A rigid isolation device should be provided between the passenger compartment and the loading compartment that meets the requirements of GB 7258 "Technical Conditions for Motor Vehicle Operation Safety"; The cargo compartment part shall not be provided with a window (except for the observation window that is used to observe the state of goods in the cab area); The driver's area seats cannot be arranged in more than one row, in accordance with GB T 37301 "Terms and Definitions of Automobile and Trailer Types", Section 21.1.The seating arrangement of short-headed passenger cars as defined in Model 9 cannot exceed two rows; Enterprises should provide the inside of the cargo compartment when declaring such products. 4) The total carrying capacity of tires installed on trucks with a total mass of more than 3500kg (except for enclosed trucks) shall be less than or equal to 1 of the total mass4 times.
5) Light trucks shall comply with the relevant requirements of the Notice of the Ministry of Industry and Information Technology and the Ministry of Public Security on Further Strengthening the Production and Registration Management of Light Trucks and Small and Micro Passenger Vehicles (Ministry of Industry and Information Technology Unicom 2022 No. 3).
Fourth, special vehicles
a) Tank cars.
1.The total mass of the tank car must not be greater than the maximum permissible total mass of the chassis adopted. The total tank capacity of tank cars and tank semi-trailers must meet the requirements of the following formula:

Note: (1) The same tank can transport different names and different densities of media with the same requirements for the tank, but the total capacity of the tank should be calculated according to the medium with the highest density.
2) For ash truck products, the name of the transport medium should be cementing special cement, and the medium density is 900 kg cubic meters according to the vehicle and 1200 kg cubic meters of semi-trailers. (3) When the same tank transports different media, the maximum density ratio does not exceed 11 times (except for oil trucks and fuel trucks), the physical and chemical properties of the medium are similar. (4) Tank trucks with insulation layer provide supporting materials.
2.Requirements for tank trucks transporting powder: tank volume (calculated according to dimensions) 080 total tank capacity; Requirements for tank trucks transporting liquids: tank volume (calculated by dimensions) 085 total tank capacity; Requirements for pressure vessel tankers transporting liquefied gas: tank volume (calculated by dimensions) 090 total tank capacity.
3.For the powder material transport vehicle, ash truck, bulk cement truck and other vehicles of this type of structure should also meet the following requirements:
1) The top should not be slotted, and it is not allowed to have a sealing plate that can be removed;
2) The rear head can not be opened as a whole, and it is forbidden to reinforce the rib and hinge structure;
3) There is an external air source interface and pipeline (or gas supply device) for unloading; (4) with lifting function, the rear of the tank should be a special-shaped cone structure;
5) Other columns should be indicated: "the top closure can not be slotted, and the rear part cannot be opened as a whole".
2) Flatbed trucks are not allowed to have piles, grooves, container locks and other devices. (3) The cargo part of the stake truck vehicle shall adopt a stake or fence structure. The top of the cargo part should be installed with the side fence fixed, can not be removed and adjusted the roof rod; The longitudinal distance between the roof rods should be less than or equal to 500mm.
4) Concrete mixer truck.
1.The agitation capacity and geometric capacity shall comply with the provisions of the following table:
2.The filling rate of the mixing drum should not be less than 515 (Fill rate definition: the ratio of agitation capacity to geometric capacity of the mixing drum, expressed as a percentage);
3.The agitation capacity should also meet the requirements of the following formula:

4.Product access declaration should be provided in the optional ** column on the front side of the vehicle**, the front side ** should reflect the tank spraying, the front side ** should be able to see the agitation capacity of the spraying and the loading medium; Other columns should be filled in with the agitation capacity of the tank, the maximum diameter of the tank, the length of the tank and the installation angle of the tank.
5) Truck-mounted lifting transport vehicle.
1.In the other columns of the product access declaration parameters, the model, mass (kg) and maximum lifting load (kg) of the truck-mounted crane should be indicated;
2.The maximum lifting load of the truck-mounted crane transport vehicle shall not exceed 1 of the declared rated load weight of the vehicle4 times.
6) The motorhome shall meet the relevant requirements of the Notice on Regulating the Declaration Requirements of the Announcement of Residential Vehicles (Equipment Center No. 757 of 2021).
7) Special operation vehiclesSpecial operation vehicles refer to truck cranes, fire trucks, concrete pump trucks, wreckers, oilfield special operation vehicles and other operation products whose quality or size parameters exceed the provisions of GB1589 "Dimensions, axle loads and quality limits of automobiles, trailers and automobile trains". Special operation vehicles shall meet the requirements of relevant industry standards, and indicate "overrun" in other columns of the main technical parameters of the vehicle.
h) vehicles for the transport of dangerous goods.
1.The marking of dangerous goods transport vehicles shall comply with the provisions of GB13392 "road transport of dangerous goods vehicle markings"; Among them, road transport vehicles and vehicles of highly toxic chemicals should also comply with the provisions of GB20300 "Safety Technical Conditions for Road Transport Vehicles and Vehicles of Highly Toxic Chemicals".
2.The tank body of the tank vehicle of dangerous goods shall be installed in accordance with the provisions of the body reflective logo, and should be pasted at the rear of the vehicle and on both sides of the orange reflective tape that meets the requirements of the standard; At the same time, the tank should be sprayed with the tank design that meets the requirements of the standard, and the next inspection date of the tank.
3.The authorized number of passengers in dangerous goods transport trucks shall be less than or equal to 3 people.
4.The front wheels of dangerous goods transport trucks should be equipped with disc brakes.
5.All service brakes of dangerous goods transport vehicles shall be equipped with automatic brake clearance adjustment devices.
6.Dangerous goods trucks with a total mass of 12,000 kg or more should also be equipped with an electronically controlled braking system (EBS).
7.Vehicles transporting dangerous goods should be equipped with radial tires.
8.The steering wheels of dangerous goods transport trucks with a total mass of more than 3500kg should be equipped with tire burst emergency protection devices.
9.The rear axle of dangerous goods transport trucks with a total mass of 12000kg or more should be equipped with air suspension.
10.Dangerous goods transport trucks should have a speed limiting function, otherwise they should be equipped with a speed limiting device, and their maximum speed should not be greater than 80km h.
11.The tank body of the atmospheric liquid dangerous goods transport tank vehicle shall be filled in accordance with the requirements of the "Notice on Standardizing the Declaration of Atmospheric Liquid Dangerous Goods Tanker Products" (Equipment Center 2021 No. 292) and shall be provided in accordance with GB185641 "Road transport liquid dangerous goods tank vehicles Part 1: technical requirements for metal atmospheric tanks" and GB185642. Tank inspection report of "Road Transport Liquid Dangerous Goods Tank Vehicles Part 2: Technical Requirements for Non-metallic Atmospheric Tanks".
12.Dangerous goods transport trucks should be equipped with a single fuel tank, and the volume of a single fuel tank should be less than or equal to 400L.
13.Dangerous goods transport trucks should be installed tachograph with a satellite positioning function.
14.Dangerous goods transport vehicles specially used for transporting flammable and explosive materials, which should be equipped with fire-fighting equipment; The exhaust pipe outlet should be installed in front of the front end of the tank box, not higher than the area on the plane of the vehicle longitudinal beam, and install the motor vehicle exhaust spark extinguisher in accordance with the provisions of GB13365 "Motor Vehicle Exhaust Spark Extinguisher", and the tail of the motor vehicle should be installed with a grounding terminal conductor cross-sectional area greater than or equal to 100mm2 of the electrostatic conductive rubber towing strip, and the grounding end of the towing strip should always be grounded regardless of empty and full load.
15.Tank type dangerous goods transport vehicle in other columns should indicate the type of dangerous vehicle, atmospheric tank type dangerous goods transport vehicle should also indicate the maximum density of the permitted medium; Van dangerous goods transport vehicle in other columns should indicate the transport of dangerous goods class item number, transport medium with independent container (bottle) packaging; The type of dangerous vehicle and the class item number of the dangerous goods transported shall be indicated in other columns of the vehicle transporting explosives.
16.Dangerous goods transport vehicles in other columns should be indicated: the installation of speed limiting device, speed limit km h, the front wheels using disc brakes, steering wheels to install puncture emergency protection devices, installed radial tires, exhaust pipe front (when applicable), suspension type air suspension (when applicable), tachograph installation with satellite positioning function.
17.Vehicles transporting ** products and highly toxic chemicals should also meet the following requirements: (1) The engine of ** goods transport vehicles with a total mass greater than 2000kg should be compression-ignition.
2) The vehicle shall be a tank vehicle or a van vehicle with an integral closed structure of the cargo compartment.
3) The maximum permissible loading weight of the van shall not exceed 10,000kg.
4) The volume of the tank vehicle for transporting ** products shall not exceed 20m3, and the volume of the tank vehicle for transporting highly toxic chemicals shall not exceed 10m3.
5) Safety signs should be installed at the rear and on both sides of the vehicle.
6) Orange reflective tape should be pasted on the rear and sides of the vehicle to mark the outline of the vehicle.
7) The exterior color of the cargo compartment of the van vehicle should be light color.
5. Trailers. A) the installation of the lifting bridge, should be indicated in other columns "the vehicle axle for the lifting bridge, only allowed to lift in the no-load state", and in the record parameters to describe the form of the lifting bridge: such as air pressure lifting, hydraulic suspension lifting, etc., tank trucks should not use the lifting bridge.
2) Flatbed trailers and stake trailers.
1.Flatbed trailers are not allowed to have devices such as pile insertion, grooves, container locks, etc.
2.The cargo part of the stake trailer should adopt a stake or fence structure; The top of the cargo part should be installed with the side fence fixed, can not be removed and adjusted of the roof pole, the longitudinal distance between the roof pole should be less than or equal to 500mm.
3.Three-axle steeplechase and stake semi-trailers should be equipped with air suspension and disc brakes. (3) Dump trailers.
1.Other columns should indicate the dump mode, such as: rear unloading, side unloading, diversion bottom plate, etc.; The word "slab" should not appear in other column descriptions.
2.The height of the dump trailer steeplechase should not be more than 600mm (including environmental protection cover and tarpaulin).
4) Low-bed semi-trailers.
1.A low platform should be used, and the height of the bearing surface of the platform from the ground should not be greater than 1150mm.
2.The nominal cross-sectional width of the tire should not exceed 825in or not more than 245mm.
3.Other columns should indicate the height of the bearing surface of the platform, the maximum width of the gooseneck part and indicate that the gooseneck part is not allowed to carry goods.
5) Container transport semi-trailers.
1.The semi-trailer used to transport containers must adopt the name of "container transport semi-trailer"; Container transport semi-trailers must adopt a skeleton structure.
2.For container transport semi-trailers transporting 30-foot and less than 30-foot containers, if the upper plane of the frame is in a complete horizontal plane, the total height of the frame at the traction pin shall not exceed 194mm; Otherwise, the "big gooseneck" structure must be adopted (the gooseneck drop is not less than 300mm, and the upper plane of the front part is not loaded).
3.For the container transport semi-trailer transporting 40 feet and more than 40 feet containers, if the upper plane of the frame is in a complete horizontal plane, the total height of the frame at the traction pin shall not exceed 194mm; Otherwise, the "small gooseneck" structure must be adopted (the gooseneck drop is not more than 121mm, and the front and rear upper planes of the longitudinal beam are directly loaded).
4.For empty container transport semi-trailers, it should be indicated in other columns that "only empty containers can be transported"; The tire size should not exceed 900-20, the number of tires should not be more than 4.
6) Tank semi-trailer.
1.The total tank capacity of the tank semi-trailer shall meet the relevant requirements of the "Requirements for the Access Review of Road Motor Vehicle Products" (Announcement No. 1 of 2019 of the Ministry of Industry and Information Technology).
2.Requirements for tank trucks transporting powder: tank volume (calculated according to dimensions) 080 total tank capacity; Requirements for tank trucks transporting liquids: tank volume (calculated by dimensions) 085 total tank capacity; Requirements for pressure vessel tankers transporting liquefied gas: tank volume (calculated by dimensions) 090 total tank capacity.
7) Bulk cement transport semi-trailer for the transportation of silt materials.
1.The top should not be slotted, nor should there be a seal that can be removed; After the head can not be opened as a whole, it is forbidden to stiffen and hinge structure; There are external air source connections and pipelines (or gas supply devices) for unloading; There is a lifting function, the rear part of the tank should be a special-shaped cone structure.
2.In other columns, it is indicated: "The top is closed and cannot be slotted, and the rear cannot be opened". If the tank is a special-shaped structure, the diameter of the head at both ends should be described when describing the size of the tank in other columns.
8) dangerous goods transport semi-trailers.
1.Dangerous goods transport semi-trailers should be equipped with disc brakes, automatic brake clearance adjustment devices, radial tires, air suspension; Vehicle signs should comply with the provisions of GB13392 "Road Transport of Dangerous Goods Vehicle Signs", wherein, road transport of ** products and highly toxic chemicals vehicles should also comply with the provisions of GB20300 "Road Transport ** products and highly toxic chemicals vehicle safety technical conditions", the tank volume of the tank vehicle for the transport of ** products shall not exceed 20m3, and the tank volume of the tank vehicle for the transport of highly toxic chemicals shall not exceed 10m3.
2.The tank body of the tank dangerous goods transport semi-trailer shall be installed in accordance with the provisions of the body reflective logo, and should be pasted at the rear of the vehicle and on both sides of the orange reflective tape that meets the requirements of the standard; At the same time, the tank should be sprayed with the tank design that meets the requirements of the standard, and the next inspection date of the tank.
3.Atmospheric liquid dangerous goods transport semi-trailer (including dangerous goods tank box skeleton transport semi-trailer) should indicate the type of dangerous vehicle and the maximum density of the permitted medium in other columns. The atmospheric tank body of the liquid dangerous goods transport semi-trailer shall comply with GB185641 "Road transport liquid dangerous goods tank vehicles Part 1: technical requirements for metal atmospheric tanks" and GB185642. The provisions of the "Road Transport Liquid Dangerous Goods Tank Vehicles Part 2: Technical Requirements for Non-metallic Atmospheric Tanks", and provide tank inspection reports.
4.Dangerous goods transport semi-trailers specially used for transporting flammable and explosive materials, which should be equipped with fire-fighting equipment; The tail should be installed with a grounding end conductor cross-sectional area greater than or equal to 100mm2 of electrostatic conductive rubber mopping strip, and the grounding end of the mopping strip should always be grounded regardless of empty and full load.
5.Asphalt transport semi-trailer belongs to the transport of dangerous goods vehicles, should meet the requirements of dangerous goods transport semi-trailer.
6.The production enterprises of high-pressure gas long-tube semi-trailers and high-pressure gas long-tube skeleton transport semi-trailers of hydraulic sub-stations shall have the ability of C2 long-tube trailers for pressure vessel design and licensing (valid special equipment manufacturing licenses and C2-level long-tube trailer qualification certificates for pressure vessels shall be provided).
6. Motorcycles and three-wheeled vehicles.
a) Steering wheel three-wheeled motorcycle 1Steering wheel** to the column), foot pedals, when viewed from the driver's position, the foot pedals should be arranged from left to right in the following order: clutch pedal, brake pedal, and accelerator pedal. 2.The deviation of the longitudinal center plane of the steering wheel from the longitudinal center plane of the motorcycle should not be greater than 200mm. The distance from the center longitudinal plane of the clutch pedal surface to the center of the brake pedal surface is greater than or equal to 110mm; The longitudinal plane of the center of the clutch pedal surface to the longitudinal plane of the center of the steering column of the steering wheel is greater than or equal to 50mm; The longitudinal plane of the center of the brake pedal surface to the longitudinal plane of the center of the steering column of the steering wheel is greater than or equal to 50mm; The distance from the center longitudinal plane of the accelerator pedal surface to the center longitudinal plane of the brake pedal surface is greater than or equal to 100mm; The offset of the longitudinal plane of the center of the steering wheel to the center plane of the driver's seat is less than or equal to 50mm.
2) Three-wheeled vehicles.
1.Three-wheeled vehicles are not allowed to have a double-row cab.
2.For three-wheeled vehicles that use steering wheel steering, power is transmitted by a propeller shaft, has a cab, and is designed with a space behind the driver's seat to place items, twin tires are allowed on the rear wheels. Twin tires are not allowed on the rear wheels of three-wheeled vehicles other than those mentioned above.
3.Three-wheeled vehicles can only be used 750-16 (including 7.)50-16) and below tires. When the three-wheeled car adopts 6When the tires of 50-16 specifications or above, the total bearing capacity of the tires should not be greater than 1 of the total mass4 times.
