Strengthen the monitoring of photovoltaic production capacity

China's photovoltaic industry technology has accelerated innovation and upgrading, and the industrial scale and innovative applications have continued to grow. In 2023, the output value of the domestic photovoltaic manufacturing industry (excluding inverters) will exceed 175 trillion yuan, a year-on-year increase of 171%。On the manufacturing side, the output of all links hit a record high, with a growth rate of more than 64%. Among them, the output of polysilicon was 1.43 million tons, the output of silicon wafers was 622GW, the output of cells was 545GW, and the output of modules was 499GW.

In terms of exports, benefiting from the continuous expansion of overseas markets, China's exports of photovoltaic products maintained rapid growth, an increase of 47% compared with the "13th Five-Year Plan" period, but due to the decline in the world, the total export volume declined slightly. On the application side, new models and new formats of photovoltaic development have accelerated, and centralized photovoltaic has grown significantly, with more than 110GW of new installed capacity.

In response to the problem of overcapacity, which has attracted much attention in the industry, Wang Bohua said at the seminar that this year, the Photovoltaic Association will strengthen the monitoring of photovoltaic production capacity, explore the formulation of photovoltaic index, organize exchange meetings between central state-owned enterprises and private enterprises, and establish a more reasonable bidding mechanism. In addition, it will also assist relevant departments to carry out the revision of the norms and conditions of the photovoltaic manufacturing industry.

Ministry of Industry and Information Technology: will strengthen industrial planning guidance

In addition, the international situation faced by the photovoltaic industry is still severe and complex, and factors such as global competition will bring uncertainty to the photovoltaic industry and products "going global".

Jin Lei, director of the Electronic Information Department of the Ministry of Industry and Information Technology, said at the seminar that at present, the photovoltaic industry is in a period of phased adjustment. In 2024, the industry will most likely continue to deepen the adjustment trend, some backward production capacity and insufficient competitiveness of products or will be gradually eliminated, and production capacity with technical advantages will be more competitive.

Jin Lei said that in the next step, the Ministry of Industry and Information Technology will strengthen the guidance of industrial planning. Revise and release a new version of the specification conditions, improve the requirements of various indicators, and at the same time thoroughly implement the "Guiding Opinions on Promoting the Development of the Energy Electronics Industry" to promote the steady and orderly development of the industry.

Promote the revision of the Renewable Energy Law

Xing Yiteng, Director of the New Energy Division of the Department of New and Renewable Energy of the National Energy Administration, said at the seminar that China's photovoltaic industry has made a number of outstanding achievements in 2023: the installed capacity structure has been further optimized, and the proportion of distributed installed capacity has reached 42%;In terms of industrial technology, the production capacity and output of polysilicon, wafers, cells, and modules continued to maintain a leading position, and the technology system was innovated and upgraded.

In the face of the new situation, new tasks and new requirements of the development of the industry, the National Energy Administration has continuously improved the development policy and development environment to promote the high-quality development of the industry. Xing Yiteng said that at present, the revision of the "Renewable Energy Law" has been included in the first category of projects in the legislative plan of the Standing Committee of the 14th National People's Congress.

At the same time, the National Energy Administration has also further improved industry management by issuing notices and other documents to support the development of the photovoltaic power generation industry and standardize land use management, and at the same time introduced policies to do a good job in the full coverage of renewable energy green power certificates and promote renewable energy electricity consumption, and clearly included distributed photovoltaics in the issuance of green power certificates.

In terms of promoting the construction of large-scale wind power and photovoltaic bases, at present, most of the projects in the first batch of bases have been put into operation, and the second and third batches of projects are being actively promoted.

In addition, the National Energy Administration has also actively carried out pilot work on the evaluation of the carrying capacity of distributed photovoltaic access to the grid and improvement measures, and strives to solve the problem of limited distributed photovoltaic grid connection.
