So far, 31 provinces (autonomous regions and municipalities) in China and the Xinjiang Production and Construction Corps have all issued this policy, and the national basic assistive device adaptation service for the disabled has been initially institutionalized.
Assistive devices are a general term for all kinds of items, equipment, and software that maintain and improve the functioning of people with disabilities. The adaptation of assistive devices is an important part of the service for the disabled, and it is an important technical means to improve the quality of life of the disabled and enhance their ability to live independently and participate in society.
**The 14th Five-Year Plan for the Protection and Development of Persons with Disabilities issued in 2021 proposes that "where conditions permit, subsidies may be provided to urban and rural disabled persons with difficulties and severe disabilities for the adaptation of basic assistive devices". Under the guidance and support of the China Disabled Persons' Federation and relevant departments, on the basis of the relevant policies issued by 11 provinces (autonomous regions and municipalities) in the early stage, 20 provinces (autonomous regions and municipalities) and the Xinjiang Production and Construction Corps have actively based themselves on actual conditions to accelerate the research and formulation of local subsidy policies for the adaptation of basic assistive devices for persons with disabilities.
In terms of subsidy recipients, all localities give priority to families with disabled persons with financial difficulties and severely disabled persons. In most provinces, subsidies are targeted at local licensed disabled persons and children with disabilities who meet the requirements. Beijing, Jiangsu, Zhejiang, Jiangxi, Henan, Shaanxi, Xinjiang and other places will take students with disabilities in school as key subsidy targets, and Hainan and ** will respectively include the disabled elderly without certificates and the disabled elderly over 65 years old into the subsidy objects.
In terms of subsidy content and standards, all localities regard the basic assistive devices urgently needed by persons with disabilities as the main subsidy content. In some places, there are more than 190 types of assistive devices involved in subsidies. All localities mainly determine the subsidy standards based on the category of assistive device products, family economic status, degree of disability, etc.
The reporter learned that the disabled need to go through the application, evaluation, review, adaptation, settlement and other links to obtain subsidies. In order to optimize the service process and further improve the sense of access for the disabled, Beijing, Shanghai, Jiangsu, Zhejiang, Fujian, Hubei, Hunan, Shaanxi and other places have set up an "Internet +" assistive device service platform, realizing "one-stop" services such as online application, ** purchase, and real-time subsidies for the disabled.
