U.S. Affairs Assistant Jake Sullivan shared Biden's China strategy over the past three years and his expectations for U.S.-China relations in 2024 when attending an event of the Council on Foreign Relations (CFR), an important U.S. think tank, in Washington.
"The United States is aware that decades of efforts to shape or change China, both overtly and implicitly, have not been successful," Sullivan said. Before Biden took office, Sullivan and his China strategy team members revisited U.S. China policy in think tanks. They agreed that China is currently the only country that has both the will and the strength to reshape the international order.
Sullivan noted that China seeks to catch up with and surpass the United States in high-tech areas, strengthen its military and build more partnerships with the rest of the world.
As the U.S. pursues its China strategy, Sullivan said they are committed to making important investments at home and strengthening cooperation with Indo-Pacific allies, the G7, ASEAN and other countries to create the conditions for more effective diplomacy with China.
He believes that the competition between China and the United States does not necessarily lead to conflict, confrontation or a new Cold War, and that the United States can take measures to make the relationship between the two sides develop in harmony.
