In March 2020, Chongqing proposed a plan to build 15 hydrogen refueling stations by 2025, and in a document released in June 2022, the planned number was increased to 30. In addition, as early as August 2019, Hebei Province officially announced that it planned to build a total of 50 hydrogen refueling stations by 2025, and raised the target to 100 in July 2021. The hydrogen energy industry development plan at the ** level has clarified the strategic positioning of hydrogen energy and the hydrogen energy industry, and greatly boosted the confidence of local governments in promoting the application of hydrogen energy in the transportation field. The adjustment of relevant policies reflects the confidence of local departments in the development of the hydrogen energy industry. On the other hand, the 2025 hydrogen refueling station plans of Guangdong and Shanghai, which both belong to the demonstration urban agglomeration, tend to be stable. After being included in the model urban agglomeration, Guangdong Province clearly stated in the August 2022 document that it would build a total of 300 hydrogen refueling stations by 2025, but in the November 2023 policy document, the target was adjusted to more than 200. In a policy document released in February 2021, Shanghai planned to build a total of 78 hydrogen refueling stations by 2025. By June 2022, the city will adjust the target to 70. With the continuous promotion and in-depth implementation of the application of fuel cell vehicles and the construction of hydrogen refueling stations, the adjustment of the planned number is closer to the actual implementation situation, which may also reflect the implementation of fuel cell vehicles in the demonstration urban agglomeration to a certain extent.
Some provinces and cities have officially announced the planning goals for hydrogen refueling stations in 2030
In the context of the development of the hydrogen energy industry, some provinces and cities have further proposed the construction goal of medium and long-term hydrogen refueling stations by 2030 in relevant hydrogen energy plans. For example, Zhejiang Province released a relevant document in August 2023, planning to build a total of 89 hydrogen refueling stations by 2030 (50 in 2025); Sichuan Province's medium- and long-term plan released in November 2022 calls for a total of 80 hydrogen refueling stations to be built by 2030 (with a target of 60 in 2025). In addition, the planned number of hydrogen refueling stations in Jilin and Guangxi provinces will be 10 by 2025, and will increase to 70 and 50 respectively by 2030. The setting of medium- and long-term planning goals reveals the confidence and determination of these provinces in the long-term development of the hydrogen energy industry to a certain extent.
