Pay attention to the use and management of talents, improve the guarantee and incentive measures, etc., carry out all-round system design, and play a combination of "introduction, education, evaluation, use and retention".
Relevant analysis pointed out that compared with the previous policies, the "Opinions" focus more on the talent team and the content is more detailed. Solving the shortage of senior service talents is still the primary problem, and at the same time, the talent use and evaluation mechanism is more important, which can form a directional incentive for the practitioners of senior service services.
Solve the talent shortage first.
The "Opinions" promulgated this time mainly have seven parts, including broadening the channels of senior service talents, improving the quality and ability of senior service talents, improving the evaluation mechanism of senior service talents, attaching importance to the use and management of senior service talents, improving incentive measures for pension service talents, and strengthening organizational guarantees.
According to the "Opinions", by 2025, the scale of the senior service talent team focusing on the skilled talents of the elderly service will be further expanded, the quality will be steadily improved, and the structure will continue to be optimized; By 2035, the policy environment, industry environment and social environment that support the development of senior service talents will continue to improve, and the training, use, evaluation and incentive system and mechanism of senior service talents will be more mature and finalized.
Li Yongxin pointed out in the interpretation of the "Opinions" that the "Opinions" put the problem of solving the shortage of pension service talents, especially the elderly care workers, in a prominent position. Bai Wenxi, vice chairman of the China Enterprise Capital Alliance, told a reporter from Beijing Business Daily, "At present, the most scarce pension service talents in China are nurses and doctors. Because as the population ages, the number of elderly people increases, and the demand for nursing and medical services increases, and the training of caregivers and doctors takes a long time and costs higher."
In order to broaden the channels of pension service talents, the "Opinions" proposed to guide talents to work and start businesses in the field of pension services. Including, the implementation of employment and entrepreneurship support policies, support qualified talents to work and start businesses in the field of pension services; Support and guide more vocational colleges (including technical colleges) and ordinary undergraduate colleges and universities to engage in pension service-related graduates; Support pension service institutions to actively participate in the recruitment plan for one million employment trainee positions, and develop targeted employment trainee positions; Intensify policy support, guide more capable and willing villagers and rural young elderly to participate in the provision of old-age services, and attract more old-age service talents to return to their hometowns for employment and entrepreneurship.
Talent use is the focus.
At the press conference, Li Yongxin introduced that the use of talents is an important part of the construction of the talent team of senior service services. The "Opinions" adhere to the employment-oriented, post-based employment orientation, and put forward a series of policies and measures from the aspects of post setting, employment mechanism, and standardized management.
According to the "Opinions", attaching importance to the use and management of pension service talents is first of all to optimize the allocation of posts. Li Yongxin pointed out that optimizing the post allocation of pension service institutions can not only improve service efficiency, better meet the needs of the elderly, but also enhance the core competitiveness of pension service institutions and promote the personal development and growth of employees. The "Opinions" insist on setting up posts according to needs, and require and guide all kinds of pension service institutions to scientifically set up management, professional technology, service skills and other positions according to their functional positioning, target groups, service characteristics, etc., and optimize the allocation of human resources.
The second is to improve the employment mechanism. The "Opinions" adhere to the skill orientation, pay attention to the role of elderly care workers and other elderly service skilled talents, and clearly encourage skilled talents above the technician to play their skills in the post, manage the team, and lead the apprentices to pass on skills, so as to promote the overall skill level of the service team; Encourage the evaluation weight of the allocation of skilled talents in the pension service who have obtained the skill level certificate in the grading, quality evaluation, subsidy support and other work of the pension service institutions, and guide the institutions to support the active participation of practitioners in the evaluation of skill levels; Further unblock the flow channels of skilled backbones in pension service institutions to professional and technical positions or management positions, and stimulate the vitality of skilled talents.
At the same time, the "Opinions" require that social work professionals make full use of social work professional and technical personnel, and encourage elderly care service institutions to support social work professionals to provide the elderly with a full range of services such as psychological counseling, social integration, and resource linkage, through means such as setting up social work departments, setting up special posts, or cooperating with social work service organizations.

Based on the characteristics of the pension service industry, the "Opinions" require that by promoting the pension service institutions to improve the staff code and give full play to the self-discipline role of industry organizations, the professional ethics requirements of pension service personnel and the integrity management awareness of service organizations should be further strengthened, and employees should be guided to develop good conduct and improve service levels.

It is reported that the "Opinions" for the first time proposed to take the elderly care workers as a pilot, improve the vocational skill level system of elderly service skilled personnel, improve the socialization recognition mechanism of the professional skill level of elderly service skilled personnel, and further clarify the key issues such as the skill level, evaluation subject, evaluation management, and evaluation results of elderly care service skilled talents.
Li Yongxin introduced that the "Opinions" made it clear that the assessment and identification work should be carried out in accordance with the relevant requirements of the national occupational standards. The "Opinions" proposes that on the basis of the five vocational skill levels set up in the "National Vocational Skills Standards for Elderly Care Workers (2019 Edition)", support qualified pension service enterprises to add special technicians and chief technicians above the senior technician level in combination with the actual situation, and set up apprentices under the junior workers, forming a new eight-level vocational skill level (post) sequence composed of apprentices, junior workers, intermediate workers, senior workers, technicians, senior technicians, special technicians, and chief technicians. It further broadens the growth channel of elderly care workers.
Regarding the use of evaluation results, Li Yongxin said that the "Opinions" adhere to the employment orientation of more skilled people, and clearly put forward that the results of vocational skill level recognition should be effectively connected with the use of posts, and used as an important reference for salary distribution, so as to stimulate the enthusiasm and initiative of elderly care workers and other elderly service skilled talents to improve their skill level.
In terms of doing a good job in the incentive of pension service talents, the "Opinions" also put forward relevant policies and measures from three aspects: salary, care and support, and praise and incentives. Among them, the "Opinions" clearly support all localities to explore the inclusion of high-skilled talents in pension services into the scope of direct settlement in the city, and promote their spouses, children and other relocated family members to enjoy public employment, education, housing and other security services according to regulations, so as to provide a development environment for pension service talents to "live and work in peace and contentment".
In addition, Xiong Bingqi, dean of the 21st Century Education Research Institute, told the Beijing Business Daily reporter that the employment prospects of the pension service major are very good, but at present, it is not attractive to many college graduates.
Pan Helin, co-director and researcher of the Digital Economy and Financial Innovation Research Center of Zhejiang University International Business School, also said that from the demand side, there are more and more elderly people in China, and the demand for nursing care is becoming more and more common. However, from the supply side, the concept of young people in China has changed, and there are fewer and fewer people who want to do nursing work.
