Seven major projects promote the leapfrog development of the aerospace industry

The Provincial General Office recently issued the "Shandong Province Aerospace Industry Development Plan". According to the plan, by 2030, the core competitiveness of the province's aerospace industry will be significantly enhanced, and a higher level of R&D, manufacturing, service and application system will be formed. A number of landmark projects such as the Oriental Spaceport, satellite constellation, and international hub airports will be built, and the number of key aerospace enterprises in the province will reach 300, and about 10 aerospace industrial parks with distinctive characteristics will be built, and more than 5 provincial-level strategic emerging industrial clusters and goose formation clusters with outstanding advantages will be formed. By 2035, it will be fully integrated into the development layout of the national aerospace industry, and the core competitiveness of key industries such as commercial aerospace, low-altitude economy, and aerospace information will be greatly improved, and it will be among the strongest aerospace manufacturing provinces.

The aerospace industry is a national strategic emerging industry, and it is an important support to promote the province's industries to move towards high-end and achieve high-quality development. Our province attaches great importance to the development of the aerospace industry, in recent years, we have continuously improved the infrastructure construction in the aerospace field, increased the attraction of high-quality enterprises and projects, and the development of the aerospace industry in the province has begun to take shape, and has initially formed a relatively complete industrial system covering rockets, satellites, unmanned aerial vehicles, electronic components, parts manufacturing and other fields, and has formed a comparative advantage in the construction of sea launch platforms, aerospace data applications, key materials, testing and maintenance and other sub-industries.

The plan focuses on the four major industrial directions of launch vehicles, satellite manufacturing and application, general aviation and unmanned aerial vehicles, and aerospace-related manufacturing, builds a scientific and technological innovation platform, tackles key core technologies, improves infrastructure support, accelerates product application demonstration, and constantly opens up new fields and new tracks for development, and shapes new momentum and new advantages for development.

In terms of development layout, our province will build the core agglomeration area of Jinan Aerospace Information, Qingdao General Aviation and Satellite Communications, and Yantai Commercial Aerospace Industry, which will radiate and drive the coordinated development of characteristic parks in various cities, and form a development pattern of "three-core leading, multi-point support, and open cooperation".

In terms of the leadership of the three cores, the core agglomeration area of Jinan's aerospace information industry focuses on information application, rocket and satellite development and aviation support, and builds a national aerospace information innovation highland, application demonstration area and aerospace intelligent manufacturing industry base. The core agglomeration area of Qingdao general aviation and satellite communication industry focuses on the fields of aviation machine manufacturing, satellite Internet, aerospace information system, aerospace power equipment, etc., and builds a national advanced aero engine technology innovation source and general aviation and satellite communication industry base. The core agglomeration area of Yantai's commercial aerospace industry focuses on the fields of sea launch, R&D and manufacturing of satellites and rockets, high-end aerospace facilities, satellite data centers and applications, and builds an international leading commercial aerospace sea launch home port and a national commercial aerospace industry base.

In terms of multi-point support, our province supports Dongying City to build a national large aircraft strategic carrying area, Binzhou City to build a national aviation manufacturing and training base, Weifang City to build a global aero engine blade production base, Jining City to build a national Beidou industrialization application demonstration base, Weihai City to build an aerospace high-end equipment manufacturing industry highland, Zibo City to build a UAV industry integration demonstration area, Rizhao City to build a "general aviation +" new business format pilot area, Zaozhuang City and Dezhou City to build aerospace key materials production bases.

The plan deploys and implements seven major projects: the innovation ability improvement project, the industrial system strong chain project, the oriental spaceport leading project, the park carrier agglomeration project, the open and integrated development project, the infrastructure support project, and the application scenario expansion project. Among them, in terms of implementing innovation capability improvement projects, we will build a high-level scientific and technological innovation platform. Actively establish a national aerospace information technology innovation center, focusing on the research and application of flexible manufacturing of intelligent satellites and advanced aerospace detection materials and payloads. Accelerate the construction of Jinan Science and Technology Innovation City of the Chinese Academy of Sciences. Build a strong provincial micro-nano satellite, maritime aerospace equipment, aviation tire technology innovation center, and focus on breakthroughs in the fields of micro-nano satellite manufacturing, large-scale commercial passenger aircraft supporting, and sea launch public systems. Support colleges and universities to add urgently needed majors such as aerospace engineering, aircraft manufacturing and design, and unmanned aircraft system engineering. We will build a high-standard aerospace information university and focus on cultivating high-level talents in the fields of aerospace information network, aerospace information materials and devices, earth observation, satellite navigation and the Internet of Things.

In terms of the implementation of the industrial system to strengthen the chain project, the "Planning" clearly states that it is necessary to improve the manufacturing capacity of the whole general aircraft and key components, develop industry-level UAVs, support advantageous enterprises to enter the China Commercial Aviation Chain System, strengthen the research and development of new rockets and sea launch support systems, and promote the networking of satellite constellations such as Qilu Satellite and Oriental Eye.

According to the plan, our province will improve the guarantee of factor resources. Give full play to the role of the province in the conversion of old and new kinetic energy, explore the establishment of a moderate-scale aerospace field, and focus on supporting the development of rocket satellites, general aviation and UAV manufacturing, Beidou navigation, key components and other fields. Fully implement policies such as R&D, technological transformation, tax reduction and exemption for imports of technical equipment and tax rebates for enterprises in the aerospace field. Establish a system and preferential policies for the shared use of major aerospace facilities and equipment, and promote the open sharing of major scientific research facilities and equipment.
