During his tenure as Deputy Prime Minister, he was in charge of propaganda and other work. However, at the Fifth Plenary Session of the 11th Central Committee of the Communist Party of China in 1980, he voluntarily resigned from his post and was subsequently assigned to work at the Rural Development Research Center, enjoying ministerial treatment.
