According to the forecast of the Provincial Ecological Environment Monitoring Center, affected by local emissions and transmission, from January 10th to 14th, there will be a heavy pollution process in the province from north to south, and short-term heavy pollution may occur in our city. In view of this, according to the "Bengbu Heavy Pollution Weather Emergency Plan", with the approval of the Bengbu Heavy Pollution Weather Emergency Work Leading Group, it was decided to issue a yellow warning for heavy pollution weather, and the emergency response level will be activated at 19:00 on January 10, 2024.
The emergency response measures are hereby announced as follows:
01. Health protection reminders
(1) It is recommended that children, the elderly, and patients with respiratory, cardiovascular and cerebrovascular diseases and other chronic diseases stay indoors as much as possible and avoid outdoor activities; The general population should reduce outdoor activities, and if outdoor activities or operations are really necessary, protective measures should be taken.
(2) All outdoor classes and activities will be suspended in kindergartens, primary schools, secondary schools and equivalent schools.
3) The health department supervises medical and health institutions to strengthen medical guidance and diagnosis and treatment guarantees for patients with respiratory diseases, increase emergency (outdoor) diagnosis of related diseases, and increase medical staff.
02. Suggest measures to reduce pollution
1) Advocate the public to reduce travel or take public transportation as much as possible, and reduce motor vehicles on the road.
2) Advocate the public to minimize the use of raw materials and products containing volatile organic compounds such as paints, paints, and solvents.
03. Mandatory emission reduction measures
1) The construction unit strictly implements the site enclosure measures; 100% coverage of dust-prone materials stacked at various construction sites and material storage yards, and the frequency of sprinkling and dust reduction should be increased on bare sites (at least 2 days); Demolition and demolition of buildings (structures) are prohibited; Stop construction operations (including excavation, filling and transfer) of construction sites, road sites, river projects, greening projects and other earth-related foundation construction operations; Stop the powder and fine material operations in the material wharf and storage yard, and stop the production of mining enterprises and concrete (asphalt) mixing plants where pollution prevention and control facilities are not in place; Asphalt melting operations on the construction site are prohibited; On-site ash mixing operations are prohibited.
2) Stop using non-road mobile machinery (except for clean energy and emergency maintenance machinery) in construction sites, industrial enterprise factories and industrial parks. Mines (including coal mines), coal washing plants, ports, logistics (except for people's livelihood security) and other units involved in the transportation of bulk raw materials and products (daily vehicle entry and exit of more than 10 times) shall stop using heavy cargo vehicles (including gas vehicles) of China IV and below for transportation (except for special vehicles and hazardous chemical vehicles).
3) on the basis of the frequency of daily road cleaning, increase mechanized road cleaning, increase the frequency of sprinkling, spraying operations (increase at least 2 days) when the weather permits, and minimize manual cleaning.
4) It is strictly forbidden to burn straw, garbage, urban cleaning waste, garden waste, construction waste, wild grass, etc.; Open-air barbecues and fireworks are prohibited.
5) Relevant enterprises and institutions shall implement the yellow emission reduction measures formulated in accordance with the "List of Emergency Emission Reduction Measures for Heavy Polluted Weather in Bengbu City in 2023", and all industrial enterprises whose exhaust gas cannot meet the standard shall be ordered to stop production in accordance with the law. The proportion of emission reductions in major pollutants such as sulfur dioxide, nitrogen oxides, particulate matter and volatile organic compounds should reach more than 10%.
6) Increase the frequency of law enforcement inspections of key air pollution sources such as coal-fired boilers, construction sites, motor vehicles, and industrial enterprises, and urge the efficient operation of their pollution prevention and control facilities.
7) Strictly investigate and deal with the sale and discharge of fireworks and firecrackers in urban areas.
8) According to the operating conditions, feasible meteorological interventions such as artificial rain enhancement and fog reduction should be taken according to the situation.
04. Information reporting and disclosure
After the municipal emergency response is initiated, the county (district) ** development zone management committee and relevant departments establish an information system, and report the implementation of early warnings, changes in major pollutants, relevant cause analysis and main measures taken to the municipal emergency command office at 12:00 every day; The Office of the Municipal Emergency Command will report the implementation of the city's heavy pollution weather emergency plan to the Municipal ** and the Provincial Emergency Leading Group Office.
The management committee of each county (district) ** development zone shall disclose information to the public in a timely manner. The contents of the disclosure include the quality of the atmospheric environment, the main pollutants, the scope and trend of influence, the possible duration, the degree of potential danger, and the emergency measures taken.
05. Response termination
After the municipal warning is lifted, the municipal warning response will be terminated at the same time.
06. Summary and evaluation
The management committee of each county (district) ** development zone and relevant departments shall assess the response process of heavily polluted weather. Before 12:00 on the second day of the lifting of the early warning, it will be summarized and reported to the emergency office, including the response of various departments and the implementation of enterprise measures.
