The reporter learned from the first group that at present, the two high-speed project plans have passed the expert review organized by the Municipal Planning and Natural Resources Commission, and the evaluation of the engineering feasibility study report is being carried out.

Last summer, Beijing was hit by a heavy rainstorm, and the roads in Mentougou and Fangshan districts were seriously damaged, causing great difficulties in disaster relief and rescue. In the post-disaster recovery and reconstruction work, Beijing has proposed to "basically recover in one year, improve in an all-round way in three years, and achieve long-term high-quality development" as the goal, and do a good job in various tasks with high standards. In the goal of "three-year comprehensive improvement", Beijing will study the construction of the 108 new line expressway, the Laibao Road new line expressway, and the 109 new line expressway, which will be completed and opened to traffic, together with the three horizontal main passages in the mountainous areas of western Beijing.

The Beijing section of the 108 new line is located in Fangshan District, starting from the west side of the Yanhe Road interchange of the Beijing-Kunming Expressway, passing through Yancun Town, Chengguan Street, Qinglonghu Town, Hebei Town, Fozizhuang Township, Nanjiao Township, Xiayunling Township, Shidu Town, Puwa Township, and arriving at the boundary of Hebei City, Beijing, with a total length of about 598 km. After entering Hebei, connect the G95 Capital Ring Expressway in Laishui County. The project adopts the standard of two-way four-lane expressway, with a design speed of 80 kilometers per hour, and 32 bridges with a length of 147 kilometers, 23 tunnels are set up, 36 kilometers long, and the bridge-tunnel ratio reaches 848%, with 9 interchanges, 1 service area and 1 parking area.

Li Zhangcheng, deputy director of the pre-project management department of the first group, introduced that the new line of National Highway 108 passes through 9 streets and towns in Fangshan District, and the expressway has set up interchanges and entrances and exits in each street and township along the line, which is convenient for residents in the mountainous areas along the line, and will also enhance the ability to resist disasters and rescue.

The Beijing section of Laibao Road New Line Expressway is located in Fangshan District, starting from the south side of the Yunjusi Interchange of Beijing-Kunming Expressway, passing through Dashiwo Town, Zhangfang Town, Shidu Town, and arriving at the boundary of Hebei City, Beijing, with a total length of 302 km. After entering Hebei, connect the G95 Capital Ring Expressway in Laishui County. The project adopts the standard of two-way four-lane expressway, with a design speed of 80 kilometers per hour, and 24 bridges with a length of 63 kilometers, with 13 tunnels and a length of 188 kilometers, the bridge-tunnel ratio reached 833%, 4 interchanges and 1 service area are set up. The Laibao Road New Line Expressway will set up 2 entrances and exits in Zhangfang Town and 1 entrance and exit in Shidu Town.

The reporter noticed that the two expressways are located in Fangshan District, the starting point is connected to the Beijing-Kunming Expressway, and the end point is connected to the G95 Capital Ring Expressway. The two expressways are almost parallel, the 108 new line expressway is located on the north side, crossing the Dashihe River basin; Laibao Road is located on the south side, crossing the Juma River Basin.

Last summer's disaster exposed the fragility of the road network in the mountainous areas of western Beijing, the need to improve its ability to resist disasters, and the lack of high-grade highways as a life-saving passage. For the two new expressways built this time, we have adopted the design idea of 'both flat and emergency'. Li Zhangcheng introduced that when building the expressway, in order to facilitate the transportation of materials and slag, the construction unit will generally build a temporary construction road before the formal construction. After the opening of these two expressways, these construction lanes will continue to be retained as "emergency exits" of the expressway. Normally, the entrances and exits of these walkways will be closed. In the event of a natural disaster, the road will be opened, and emergency rescue vehicles can enter and exit the highway through the nearby road, so as to achieve the goal of "peacetime and emergency" and become a "life channel" for emergency rescue and disaster relief.

The completion of the 108 New Line Expressway and the Laibao Road New Line Expressway can further enhance the disaster resistance of the western mountainous areas, strengthen the city's resilience to disasters, alleviate the current situation of cramped connection of the western Beijing corridor, promote the coordinated development of western Beijing with Tianjin and Hebei, and improve the rapid accessibility of tourist destinations in western Beijing, so as to promote the development of regional green economy.

As the construction unit of the two projects, Capital Group is aiming to start construction at the end of June 2024 and promote various tasks in an orderly manner. At present, the two projects have obtained the approval of the project proposal, the preliminary review opinion of "multi-plan integration", the approval of social stability evaluation, the pre-examination of land use and site selection, and the project plan has passed the expert review organized by the Municipal Planning and Natural Resources Commission, and the Municipal Development and Reform Commission is carrying out the evaluation of the work report.
