In Windows 10 and Windows 11 operating systems, the color of the taskbar can be changed through the system settings. Here are the steps:
Open Settings: Tap the Start button, then select the Settings icon (a gear-shaped icon), or use the shortcut keyswindows + i
Personalization: In the settings menu, select Personalization.
Color: On the left side of the personalization menu, tap Colors.
Select a color: Scroll down to the "Choose your accent color" section. You can choose one of the recommended colors from Windows, or click on "Custom Color" to choose a color yourself.
Apply a color: Make sure the Start on Start, taskbar, and Action Center option is checked so that the selected color is applied to the taskbar.

Color: Tap on the "Color" option.
Select a mode: In the color settings, you can choose a Light, Dark, or Custom mode. If you select Custom, you can choose Light or Dark for Windows mode and App mode, respectively.
Select an accent color: Scroll down to the "Choose your accent color" section. Here you can choose to have Windows automatically pick a color from the background, or you can choose a color manually.
Display colors: Make sure the Start & taskbar option is ticked in the Show accent colors section.
With the above steps, you will be able to customize the color of the Windows taskbar. Note that the color of the taskbar is also affected by the currently selected Windows theme and color mode (dark or light). If you notice that the taskbar color hasn't changed, you can check to see if these settings conflict with your color choice.
