Li Liangsheng, male, Han nationality, born in January 1968, from Fucheng, Hebei Province, started working in July 1990, joined the Communist Party of China in April 1988, with a university degree and a master's degree in public administration. He is currently the Vice Minister of the Ministry of Water Resources and a member of the Party Leadership Group
From July 1986 to July 1990, he studied economic law at the Law Department of Chinese University. He successively served as Assistant Researcher of the Port Management Division, Deputy Director of the International Shipping Management Division, Director of the Comprehensive Transportation Division, Director of the Policy and Regulation Division of the Water Transport Department of the Ministry of Communications, and Director of the Economic Operation Division of the Water Transport Bureau (during the period: from March 2006 to July 2008, he studied public administration at Dalian Maritime University and obtained a master's degree in public administration).
