Zeng Yu, who is in his early forties, has worked in public security for 12 years and served as the director of civil affairs for 5 years. Over the years, he has taken root in the grassroots to serve the masses, worked diligently and thought more in exploring grassroots governance methods, and innovatively summed up a new "three good" model. Through the three paths of party building guidance, inviting multiple parties to participate, and actively exploring, we have created a new pattern of linkage governance of "whistle-blowing, street reporting, and solving problems" through the original intention of "keeping the original intention of relieving the people's worries", "building" a platform for the people's worries, and "building" a mechanism for the people's worries.

At the beginning of 2023, resident Han reported at the dam meeting that there were quality problems and potential safety hazards in the windows of his home after the renovation of the old community, which seriously affected his daily life. After hearing this, Zeng Yu immediately led his colleagues to check on the door. It is understood that the windows in Han's home were purchased in 2000, and the façade renovation of Zhentai Road replaced the original glass with double-layer soundproof glass and installed King Kong mesh, and the construction party did not repair the original window sill damage after replacing the window, and the King Kong net has not been installed. Zeng Yu then coordinated and communicated with the construction party and the first business for many times, and the construction party finally replaced Han's window and promised to repair it at any time if necessary. In line with the original intention of serving the people, in recent years, Zeng Yu has actively implemented the "133" diversified conflict resolution mechanism, fully integrated the comprehensive management (spear mediation) center, police station, judicial office, community mediation committee, voluntary mediation organization and other mediation forces, built a unified mediation platform, formed a complete system of dispute resolution, successfully mediated and dealt with more than 80 conflicts and disputes, and consolidated the foundation of grassroots governance with patience and sincerity, and composed a moving peace movement.
At the beginning of 2023, Wang, the contractor of the "Fengyuan" farmers' market in Zhentai Community, came to the sub-district office, saying that because there were serious safety hazards in the main body of the market building, he wanted to carry out reinforcement and maintenance construction, but several of the business owners refused to cooperate, but instead caused trouble, and the police station and the community mediation failed many times, so he asked the street to help solve it.
After receiving the report, Zeng Yu realized that this was a major matter related to the safety of people's lives and daily life, and he could not let the people have nowhere to buy, nor did he dare to let the people live in places where there were major safety hazards. To this end, Zeng Yu successively found the police station, the community and the parties concerned to learn more about the situation, and at the same time reported the matter to the Political and Legal Committee of the District Party Committee. Subsequently, on the one hand, he communicated with the market side Wang about specific maintenance and reinforcement matters, and on the other hand, patiently communicated and talked with the business owner, and also invited professionals from the judicial office and the district people's court to intervene in advance to mediate between the two parties from a judicial point of view. With the efforts of Zeng Yu and other comrades, the two sides finally reached an agreement.
The vanguard in resolving the backlog of petition cases.
Most of the petition backlog has gone through a long period of time, there are many crux of the problem, the reasons for the success of the case are complex, and the risks and hidden dangers are large, which is the "old and difficult" to resolve the petition case. In Zeng Yu's view, the backlog of petition cases is not unsolvable, as long as we work hard with affection, pain, and hard work, proceed from safeguarding the vital interests of the people and the overall harmony and stability of society, and resolve the reasonable and legitimate demands of the masses with responsibility and feelings, no matter how difficult the knot is, there will be a day when it will be untied.
In 2002, Qin's husband died in an accident, but Qin firmly believed that it was someone else's doing, so he petitioned many times over the years. After taking over the petition case, Zeng Yu learned in detail about Qin's demands and living conditions. Knowing that Qin is old and needs to take care of his son who suffers from mental illness, life is not easy. Zeng Yu communicated with Qin many times, talked about homely things, pulled relationships, took the initiative to sit on "a bench" with him, compared his heart to his heart, put himself in his shoes, not only gave Qin the greatest care in life, but also worried a lot about his son's marriage. At the same time, he also used his experience in the public security organs to help him consult and analyze the file and related circumstances of her husband's accidental death many times, and slowly opened Qin's heart knot. After more than two years, Zeng Yu's efforts finally moved Qin, and in October 2023, the 20-year-old petition backlog was initially resolved.
