At this year's National People's Congress and the National People's Congress, a high-profile proposal has attracted widespread attention. According to Sina Technology, Cao Fei, Weibo CFO and member of the National Committee of the Chinese People's Political Consultative Conference, submitted a "Proposal on Further Improving the Reporting Acceptance Mechanism".

In his motion, member Cao Fei pointed out that China's first-class whistle-blowing acceptance mechanism has developed rapidly in recent years, the reporting channels have become more extensive and convenient, the acceptance procedures have been gradually standardized, and the mechanism for protecting the rights of whistleblowers has also been gradually established. However, due to the lack of a serious and extensive society for the right to report, as well as the lack of corresponding legislative provisions, the current report acceptance mechanism has a certain degree of "one report is accepted". In this case, there is not only the possibility of malicious and incendiary reporting, but also the phenomenon of citizens, legal persons and other social organizations interfering in social affairs by leveraging administrative power through reporting.

In view of this issue, CPPCC member Cao Fei put forward a series of suggestions. First of all, she suggested the development of a real-name system for other beneficial reports, requiring whistleblowers to register their identity information in the system, and unregistered reports can not be accepted, so as to prevent the occurrence of malicious and seditious reports. Second, the law should set up punitive measures for malicious and incitementary reports to maintain the fairness and effectiveness of the reporting system.

The submission of this proposal has sparked extensive discussion and repercussions. Many people expressed their agreement with the views of member Cao Fei, believing that improving the mechanism for accepting reports is of great significance to social governance and will help build a society under the rule of law. At the same time, some people have raised concerns about real-name reporting, fearing that it may cause the risk of leakage and misuse of the whistleblower's personal information.

In any case, this proposal has triggered in-depth thinking and discussion on the first report acceptance mechanism, and I believe that with the efforts of relevant departments, we can establish a more fair and transparent reporting system, so that reporting can truly become an effective way of social governance.
