On March 3, the second session of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC) was held soon, Wang Yu, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and chairman of Spring Airlines, introduced in an interview with a reporter from Beijing Business Daily that the current flight interception time (that is, the time to stop check-in procedures) at large and medium-sized airports is generally 40-60 minutes, and many passengers will reserve additional time to arrive at the airport 1-2 hours in advance, and the airport is generally far away from the city, and passengers often need to go out of their homes 3-4 hours in advance to the airport. The advantages of time efficiency in civil aviation are not reflected. Wang Yu suggested that by planning and building a moderately sized terminal building, optimizing the process layout, and improving the efficiency of the bridge, the flight interception time should be further shortened, and the passenger experience and industry operation efficiency should be improved.
Planning: Avoid overloading the terminal.
It is understood that the large terminal building is "large in size, high span and high difficulty", with many boarding gates and long walking distances, as well as high construction and operating expenses and energy consumption. On the social ** platform, there are many passengers who report that "the terminal is too big, it takes more than 20 minutes to walk to the boarding gate, and enough time must be reserved for insufficient foot strength".
In this regard, based on the preliminary planning and construction stage, Wang Yu proposed that in order to avoid the excessive volume of the terminal building, large airports should build terminal buildings of moderate volume one by one according to their needs, and replace large single terminals with multiple floors to reduce the walking time of passengers.
Civil aviation has also issued relevant documents before. On January 2, in order to further standardize the planning and design of the terminal building and improve the operation efficiency and service quality of the airport, the Civil Aviation Administration of China issued the "Technical Requirements for the Planning and Design of Transport Airport Terminals (Draft for Comments)" (hereinafter referred to as the "Requirements") and solicited public opinions.
The requirements mentioned that the terminal configuration planning should fully consider the design capacity, the nature of use, passenger services, aircraft ground operation and comprehensive traffic connection and other factors for reasonable planning. The functional area and process design of the terminal building should be determined according to the nature of use, so that the partition is clear, the space is reasonable, the process is convenient, and the walking distance of passengers and floor conversion are reduced. The needs and office environment of airlines, on-site units and field operations should be considered.
Wang Yu told a reporter from Beijing Business Daily that the construction of a moderately sized terminal building will not only help shorten the interception time of flights, but also reduce costs and save energy.
Process: Reduce the time from check-in to boarding.
On the social ** platform, in addition to the problems reported by passengers such as the large number of terminals and the long time it takes, many passengers also reported problems such as low efficiency and long process time at the airport.
For optimizing the layout of the process, Wang Yu suggested that the time from check-in to boarding should be further reduced. On the one hand, it is necessary to reasonably optimize the layout of check-in areas, security check areas, waiting areas, various passages, entrances and exits and other facilities according to the flow of passengers, so that passengers can "reduce detours and detours". Increase the use of self-service equipment, reduce queuing time, and improve the efficiency of circulation.
On the other hand, it is also necessary to further improve the efficiency of security inspection by updating technical equipment. Wang Yu said that at present, many countries in the European Union and North America have introduced CT 3D security screening machines, which can quickly and accurately scan hand luggage, and passengers do not need to take liquids, computers or other electronic devices out of it, significantly reducing the time spent on security checks. He suggested that domestic airports should consider learning from such technical equipment to improve the efficiency of overall security checks.
The requirements also mentioned that passenger process facilities should be reasonably arranged according to the nature of the terminal, the main process nodes of passengers, the processing speed of equipment and facilities, etc., and effectively use self-service equipment to ensure a smooth and efficient passenger process.
Previously, in order to facilitate passengers to travel, the Civil Aviation Administration of China launched the "Easy Security Check" service, through which passengers can use the "Easy Security Check" special channel to experience faster and more efficient security check processes and measures than before, and the time to pass the security check under ideal conditions is shortened by more than 50% compared with the past. As of December 28, 2021, 40 civil airports have officially launched this service.
Bridge Ratio: You are charged based on the time resources are used.
In addition to the problems reported by passengers such as long distances and long processes, Wang Yu also mentioned the improvement of the airport's bridge rate.
Wang Yu believes that remote seats and shuttle buses are important factors that affect the boarding time and experience of passengers. He said that it is necessary to give full play to the best leverage, encourage rapid crossing, let more flights stop close to the stand, improve the bridge rate, and facilitate passengers to board quickly.
At present, the Civil Aviation Administration of China has vigorously improved the near-stand docking rate of flights at tens of millions of airports, and the effect has been remarkable. According to the data of the 2024 National Civil Aviation Work Conference, the average bridge rate of flights at tens of millions of airports will increase by 3 in 202341%, a total of 150,000 more bridge-based flights were added, benefiting 22.39 million passengers.
To further improve the bridge rate, Wang Yu suggested that the traditional way of capitation charging at the airport should be changed to charge according to the time of resource use, and the turnover rate of the bridge should be improved under the existing resources, so as to improve the bridge rate, save passenger time and improve the flight experience.
In fact, in recent years, high-speed rail is gradually stealing civil aviation passengers. A few days ago, the report of the flight steward pointed out that the competition between high-speed rail and civil aviation has expanded from 800 kilometers to 1,200 kilometers. Compared with the more complex boarding process of civil aviation, the high-speed rail is relatively convenient and simple in terms of station entry, security check, and waiting.
Therefore, through the planning of terminal construction, the optimization of process layout and the improvement of the efficiency of the bridge, the competitiveness of civil aviation can be further shortened, and the high-quality development of the civil aviation industry can be boosted while further shortening the flight interception time.
