From March 4th to 5th, the Shandong Provincial National Basic Education Teacher Team Construction and Reform Pilot Site Promotion Conference was held in Zibo City. Nearly 200 representatives from 8 departments, including the Propaganda Department of the Provincial Party Committee, the Provincial Development and Reform Commission, the Provincial Department of Education, and the Provincial Department of Finance, gathered together to observe the typical cases of the construction of the Zibo teacher team, discuss the development plan of teachers, and sound the clarion call for the construction of the teacher team.
On March 4, the participants went to the Municipal Experimental Kindergarten, Zhangdian District Experimental Middle School, and Chongqing Road Middle School in Zhangdian District to observe.
In the city experimental kindergarten, the Ministry of Education in the new era of famous teacher training object Wang Bing as the representative of the teachers organized a special teaching and research activities on labor education, through the cultivation of "seeds" to let the participants perceive that in early childhood education, the training of famous teachers, backbone teacher training is a systematic project, but also a lasting project, is the seed germination and growth, to the final fruitful process. The children under the leadership of the famous teacher were lively and cute, childlike and innocent, which left a deep impression on everyone.
In Zhangdian District Experimental Middle School, the person in charge of the school explained the situation of graded competition for teachers, performance appraisal and group schooling. After that, the case of the "round table" of young teacher training was explained, so that the participants could see the "details", and saw the determination and confidence of Zibo City in teacher training from the key variable of young teachers.
In Chongqing Road Middle School in Zhangdian District, a seminar on the diagnosis of teaching problems of large units of mathematics in primary schools in Zibo City and the phased achievements of the Provincial Discipline Teaching and Research Base (Zhangdian District) were held, so that everyone had a more intuitive understanding of the development of the city, district and school network teaching and research work. Everyone stared intently at the screen in front of them, and from time to time they used their mobile phones to take pictures and records, and the iterative sense of "informatization +" of the teacher team came to their faces. After the meeting, the participants had in-depth communication and interaction with the host.
The education team is reforming and innovating, and Zibo City is in the front.
In view of the "old and difficult" problem of professional title evaluation and recruitment that has long affected the enthusiasm of teachers, Zibo City took the lead in launching a hierarchical competition mechanism for teachers' professional titles in the whole city of the province. In the past two years, 24,320 teachers in the city have been hired for high positions and 3,386 teachers have been hired for low positions, breaking the status quo of "being able to go up but not down" for teachers, and the enthusiasm of teachers has been fully stimulated.
In view of the lack of strength of the teaching and research staff and the rigidity of the talent entry and exit mechanism, the reform of the "tenure system" of teaching and research personnel has been implemented. Implement the full-time and part-time staffing mechanism for teaching and researchers, select 131 outstanding front-line teachers to enrich the teaching and research team, establish a "1+1+N" teaching and research community, and build a dynamic optimization mechanism for full-time and part-time teaching and research staff to study together and complement each other, break through the tenure system of teaching and researchers, and fully activate the vitality of scientific research and education. At present, 14 achievements have won the National Teaching Achievement Award, and 64 achievements have won the Provincial Teaching Achievement Award, ranking among the top in the province.
In view of the structure of outstanding talents in the cadre team, the "head goose" forging plan was launched. Highlight the principle of "those who are promising, those who are capable, and those who are excellent are preferred", and select young and middle-aged cadres who are in the prime of life and have both ability and political integrity to enrich the school cadre team. In the past three years, the city has adjusted and enriched 762 principals (vice principals) of primary and secondary schools and 1,387 middle-level cadres.
In 2023, the "Zibo phenomenon" praised by the Provincial Department of Education as a famous teacher training will be more prominent: 1 person will be selected as a national model of teaching and educating people, 2 people will be selected as a national leading talent teacher, and a total of 13 national leading talent teachers will be cultivated; 2 people were selected as the most beautiful teachers in Qilu, 5 people were selected as provincial teaching and educating models, and there is 1 famous teacher at or above the provincial level for every 200 teachers. The "pyramid" type famous teacher training system, which is led by national famous teachers, led by provincial famous teachers, and supported by municipal backbone teachers, has burst out with vitality.
The changes and surprises brought about by the reform of the construction of the basic education teacher team have once again pushed Zibo education into the spotlight.
On the 5th, Sun Yingtao, Secretary of the Party Group and Director of the Municipal Education Bureau, shared the experience of "systematically building a teacher growth mechanism and cultivating a group of "Mr. Big" who cultivated morality, and made a typical speech at the provincial education work conference last week.
Such a high frequency of "appearances" at a blockbuster meeting with a strong lineup in the province is rare for a prefecture and city. At the same time, there is also Han Bingbing, the only Zibo teacher in Shandong who will be awarded the national model of teaching and educating people in 2023. On March 2, the 2024 tour report meeting of the national outstanding teacher representative "Educator Spirit" sponsored by the Department of Teacher Work of the Ministry of Education was held at Northwest Normal University. As one of the members of the national propaganda team, Han Bingbing's story once again touched countless teachers across the country.
This conference is not only a demonstration of the achievements of Zibo's education reform, but also an encouragement for the construction of the province's teacher team. Zibo Education is moving towards a better spring with the spirit of "fighting", the style of "practical" and the momentum of "breaking".
