On May 4, 1998, at the celebration of the 100th anniversary of the founding of Peking University, the general secretary proposed to create a number of world-class universities and high-level universities, referred to as the "985" project. As of the end of 2013, there were 39 universities in the "985 Project", and the Ministry of Education said that the "985 Project" will not add new universities, but will introduce a dynamic competition mechanism, and select and implement the "985 Project Advantageous Discipline Innovation Platform" project among the first-class universities with industry characteristics to focus on building a world-class discipline group.

In June 2016, the Ministry of Education of the People's Republic of China announced the invalidation of the normative document of the Administrative Measures for the Construction and Implementation of the "985 Project", which was regarded as the substantive end of the 985 Project. In September 2017, the original 985 project was officially included in the "Double First-Class" world-class university and first-class discipline construction plan. 39 former 985 universities were classified as "first-class university construction universities" (36 universities) and "first-class university construction universities B" (3).
These 39 institutions are also divided into several grades:
First grade: Tsinghua University, Peking University (not controversial).
Second grade: Fudan University, Renmin University, Shanghai Jiaotong University, University of Science and Technology of China, Zhejiang University, Nanjing University. (Not much controversy).
Third grade: Tongji University, Xiamen University, Xi'an Jiaotong University, Wuhan University, Beijing Institute of Technology, Sun Yat-sen University, Beihang University, Tianjin University, Hua.
University of Science and Technology of China, Southeast University, National University of Defense Science and Technology, Nankai, Beijing Normal University, Harbin Institute of Technology. (Debatable).
Fourth gradeJilin University, Sichuan University, Dalian University of Technology, Shandong University, Central South University, South China University of Technology
