Construction of a monitoring network for the implementation of national land and spatial planning.
The 20th National Congress of the Communist Party of China made a strategic plan to accelerate the construction of a cyber power and a digital China. **The "Outline of National Territorial Spatial Planning (2021-2035)" and the "Overall Layout Plan for the Construction of Digital China" issued clearly require the construction of a national territorial spatial planning implementation monitoring network. The 2023 and 2024 National Natural Resources Work Conferences will continue to make arrangements, emphasizing the need to "carry out in-depth pilot projects for the construction of monitoring networks for the implementation of territorial spatial planning, and improve the policy mechanism and technical standard system for digital governance".
In September 2023, the General Office of the Ministry of Natural Resources issued the Work Plan for the Construction of the National Territorial Spatial Planning Implementation Monitoring Network (2023-2027), which clarified the construction objectives, working principles, main tasks and safeguard measures, etc., and made every effort to create a smart territorial spatial planning that is "perceivable, learnable, good governance, and adaptive", vigorously promote the "digital and intelligent" transformation of territorial spatial governance, and promote the construction of a digital governance system for a beautiful China and a green and intelligent digital ecological civilization. In December 2023, the General Office of the Ministry of Natural Resources issued the "Notice on Deploying and Carrying out the Pilot Construction of Monitoring Network for the Implementation of Territorial Spatial Planning", which clarified that the pilot project will be carried out in the Yangtze River Delta Ecological Green Integrated Development Demonstration Zone and 16 provinces, 29 cities, and 1 district and county.
In order to explore the construction of a new governance mechanism of "co-construction, co-governance and sharing", unite the forces of the whole society, and promote the construction of a high-quality monitoring network for the implementation of land and spatial planning, the original "one map" construction of land and space planning and the time of urban physical examination are specially integrated into a cspon (China spatial planning observation network) construction column, and the "smart land and space planning" and "land and space planning monitoring, evaluation and early warning" are openly solicited from the whole society Theoretical methods, international experience, cutting-edge trends, technical routes, algorithm models, practical experience, etc. Welcome key laboratories in related fields, engineering technology innovation centers, scientific and technological innovation talents and teams, colleges and universities, scientific research institutions, industry teams, enterprises, natural resources departments and units at all levels to actively contribute, units or individuals are not limited, we will take the quality of the results as the only standard, and select the best for publication (submission email: ghjdcyzt@163com)。

Department of Land and Spatial Planning, Ministry of Natural Resources
The construction of the National Territorial Spatial Planning Implementation Monitoring Network (CSPON) is a comprehensive and systematic project that closely focuses on the positioning of natural resources in the new era of "strictly abiding by the bottom line of resource security, optimizing the territorial spatial pattern, promoting green and low-carbon development, and safeguarding the rights and interests of resource assets". From the perspective of information construction, CSPON construction should make full use of the existing foundation, rely on the "one map" of territorial spatial planning to implement the supervision information system (hereinafter referred to as the planning "one map" system), focus on the whole process of planning management and application is not comprehensive, the degree of horizontal and vertical linkage of data and systems is not high, the level of intelligence is insufficient, and the supporting system standards are insufficient, and the digital space governance system based on the "one map" of territorial spatial planning should be improved, deepened, improved and reopened. Finally, we will implement the goal of "intelligent" life cycle management of land and space planning with the support of "digitalization" and "networking", accelerate the construction of smart planning that is "perceivable, learnable, good governance, and adaptive", and improve the modernization level of land and space governance.
Re-improvement: Improve the management of the whole process of various types of planning at all levels
The monitoring network for the implementation of territorial spatial planning is not only oriented to "implementation monitoring", but should greatly improve the management level of the whole process of territorial spatial planning as the basic problem to be solved, so as to ensure that it is practical, effective and easy to use. Based on the current situation, local natural resource management departments need to reorganize the business processes of the full-cycle management of various types of planning at all levels, accurately locate and improve the "improvement points" and "blank spots" of the management of the whole planning process, and drive the construction of the information system, the application of the planning "one map" system (CSPON) and the transformation of the concept and mode of industry digital governance by formulating relevant policies and mechanisms for planning digital governance, so as to truly realize the "two-legged" walk of business and informatization.
The "improvement point" of the whole process management refers to the business management process that has been covered by the planning "one map" system, but there are still problems such as incomplete planning types and insufficient application depth, and it is necessary to carry out targeted and deepened functional applications. For example, it is necessary to build a chain of planning and coordination, effectively connect the management needs of various departments (departments), and cooperate with multiple entities such as municipal bureaus, sub-bureaus, and preparation units to realize the collaborative management of the whole process of special planning, detailed planning, and urban design.
The "blank spot" of full-cycle management is that with the continuous updating and improvement of the planning and management policy mechanism, the existing planning "one map" system needs to be dynamically expanded because it cannot match and support the policy requirements and business management work in the new stage. For example, according to the requirements of the relevant documents of the ministry, the planning "one map" system needs to further support the dynamic adjustment and management of important control lines, so as to ensure that the bottom line is strictly adhered to, the number of maps is consistent, the account book is clear, and the coordination and linkage are strictly adhered to in the process of planning preparation, transmission and implementation.
Further deepening: Deepen and improve the supervision and monitoring system for planning and implementation
CSPON is an important starting point for deepening and improving the supervision and monitoring system for the implementation of territorial spatial planning. Natural resource management departments at all levels shall, on the basis of the best management of the whole process of planning, and in accordance with the principle of "approving what is managed", closely focus on the actual needs of planning implementation supervision and monitoring to build application scenarios, and focus on solving problems such as incomplete planning transmission, lagging planning supervision, and unclear planning implementation results. Horizontally, focus on the key points of planning and management at the same level, build application scenarios including safety bottom line control, planning transmission monitoring, implementation effect evaluation and monitoring and evaluation for key issues, fields and regions, and answer whether the bottom line is kept, whether the transmission is implemented, whether there is any deviation in the implementation and what effects are produced in the whole cycle management process of planning; Vertically, adhere to the hierarchical authority, realize the gradual deepening and linkage of the application scenarios of supervision and monitoring of the planning and implementation of the provincial, municipal, and county governments, and highlight the powers and characteristics of the affairs at all levels.
At the same time, with the scenario as the traction, the construction of the territorial spatial information model (TIM), the improvement of the technical standards and specifications system, the promotion of the planning of the whole cycle of management of the spatio-temporal data involved in the convergence and integration, associated governance and information system interconnection, to achieve real-time push and real-time synchronization of planning implementation supervision and monitoring information at all levels, to ensure the synchronous change of macro and micro information, superior and subordinate information consistent update, and gradually from the planning-implementation-supervision of one-way management to the evaluation and feedback of sub-level authority, continuous dynamics, and linkage between upper and lower levelsOptimize the closed-loop governance.
Further improvement: improve the automation and intelligence level of planning and full-cycle management
"Re-promotion" is to make full use of big data, generative artificial intelligence and other technologies, combined with the construction of professional large models of territorial spatial planning, to build business management intelligent tools such as auxiliary preparation, automatic review, rapid perception, and dynamic early warning, as well as decision support intelligent tools for complex spatial governance and simulation deduction scenarios, and embed the business processes and application scenarios of the whole planning cycle, realize seamless and non-inductive calling, and improve the automation and intelligence level of planning and management from on-demand pointsto gradually change and innovate the human-robot collaboration mode and working mode of planning, implementation and supervision. For example, based on the large language model, the human-computer dialogue realizes automatic monitoring and evaluation, report generation and related systems, policies, and knowledge push, and changes the human-computer interaction mode. Combined with AIGC technology and professional models, it realizes multi-scenario simulation and deduction of planning and design schemes, intelligent generation and evaluation of implementation effects, so as to improve the adaptability of planning to future changes and problem risks.
Reopening: Build a new digital open and co-governance ecosystem
The establishment of an open ecosystem of "co-construction, co-governance and sharing" is the key concept and important content of the comprehensive construction of CSPON, including internal and external dimensions. Internally, relying on the planning "one map" system, priority is given to promoting the openness of the planning and management process, the openness of data and the openness of the system, and through process optimization, system driven, network connectivity and architecture upgrading, the planning "one map" system will be transformed from a professional and closed system for the management of the planning department to a service-oriented and open system for multiple users, and gradually establish a vertical and horizontal interconnection information system network; Externally, relying on the construction of the monitoring network (public version) for the implementation of territorial spatial planning, we will build a multi-subject territorial space open governance network that serves the best enterprises, universities, research institutions, enterprises and individuals, and promote the transformation from public participation in planning to multi-subject collaborative governance through the construction of applications such as planning consultation, planning knowledge services, monitoring and evaluation results release, and crowdfunding and sharing of model tools.
