In order to implement the "Standard Conditions for the Printing and Dyeing Industry (2023 Edition)" (Announcement No. 35 of the Ministry of Industry and Information Technology in 2023), accelerate the structural adjustment, transformation and upgrading of the printing and dyeing industry, and promote the high-end, intelligent and green development of the industry, according to the relevant provisions of the "Standard Conditions for the Printing and Dyeing Industry (2023 Edition)" and the "Measures for the Management of Standardized Announcements for Printing and Dyeing Enterprises", the announcement declaration and review of the standardized conditions of the printing and dyeing industry in 2024 are hereby organized. The relevant matters are notified as follows:
1. The competent departments of industry and information technology of all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and Xinjiang Production and Construction Corps (hereinafter referred to as the provincial-level industrial authorities) are responsible for organizing the declaration and review of printing and dyeing enterprises in their jurisdictions.
2. The printing and dyeing enterprises that have been announced in the early stage (Annex 1) voluntarily submit an application for review, and truthfully fill in the "Application for Review of the Printing and Dyeing Enterprise Specification Announcement" (Annex 2.)hereinafter referred to as the "Review Letter"), enterprises that do not submit an application for review shall be deemed to have given up the announcement and shall be revoked from the list. Printing and dyeing enterprises that have not yet announced their voluntary application for announcement shall truthfully fill in the "Application for Printing and Dyeing Enterprise Specification Announcement" (Annex 3.).hereinafter referred to as the "Application"). The application form shall be filled in and provided with corresponding materials in accordance with the "Guidelines for Filling in the Application Form for the Specification Announcement of Printing and Dyeing Enterprises" (Annex 4). Printing and dyeing enterprises that have not yet been announced must all meet the conditions in Schedule 3 of the Application (Self-check Form for Enterprises Complying with Normative Conditions) before they can apply for the Specification Announcement.
3. In the application materials of the enterprise, the relevant data and materials from 2023 to the time of declaration shall be provided for the case involving environmental protection, and the relevant data and materials for 2023 shall be provided for other cases.
4. The provincial-level industrial authority shall strictly follow the requirements of Schedule 3 of the "Review" or Schedule 4 of the "Application" (the review opinion form of the provincial-level competent department of industry and information technology), verify the relevant situation of the review and application announcement enterprise one by one (verification of application materials and on-site inspection), and consult the provincial-level competent department of ecology and environment on whether the enterprise to be reported has exceeded the standard emission and environmental violations since 2023 (please attach the inquiry when submitting the application materials). If necessary, you can go to the scene or entrust the relevant departments at the city and county level to verify the declared enterprise.
5. The provincial industrial department will meet the application requirements of the enterprise review and application materials (in duplicate) before April 19 to our ministry (consumer goods industry department).
