This incident not only involved disputes in the fishing operation areas on both sides of the Taiwan Strait, but also exposed the urgency of the supervision of three-nil vessels.

The Continental Affairs Council, "after a preliminary investigation, submitted to the legislature that the mainland should strengthen effective control over ships with no nals in order to prevent the recurrence of similar accidents." However, this conclusion has raised questions in **, because it focuses on the long-term management lack of the administrative level, and avoids the specific responsibility for this single incident and whether the law enforcement is appropriate.

With regard to the Kinmen Coast Guard's law enforcement actions, the "Mainland Affairs Council" stated that it had found no irregularities after an internal investigation, and held that the main responsibility lay with the failure of the mainland fishing vessels and their competent authorities to effectively manage them. But such statements have not dispelled public doubts, especially given the inconsistencies in the Kinmen Coast Guard's account of the timing of the incident and the lack of key video footage.

Continental fishermen, on the other hand, have a very different story, insisting that they were chased and ultimately damaged their boats in the absence of obvious violations. In contrast, the Kinmen Coast Guard's initial claim that the collision time was around 1:45 p.m. and later changed to 1:10 p.m., while the mainland fishermen insisted that they were pursued and eventually capsized at 12:50 p.m., undoubtedly adds to the confusion of the truth of the incident.

What is particularly thought-provoking is that the Kinmen Coast Guard has so far been unable to provide video footage of the time of the incident, first of all, saying that there was no video footage, which is contrary to normal duty norms and is unconvincing. At present, the Kinmen District Court Prosecutor's Office is conducting a judicial investigation into the incident, but it is not known how it will progress under the principle of secrecy of the investigation.

In the face of such a situation, people from all walks of life have called on the "Mainland Affairs Council" and the "Ocean Council" to adjust their attitudes, face the core issues head-on, and thoroughly ascertain the truth, rather than focusing only on macro-policy proposals. Only by showing sincerity in resolving doubts and contradictions in specific cases can we truly promote effective communication and cooperation between the two sides of the strait on such emergencies.

To reach a mutually acceptable solution and avoid further deterioration of the situation, the two commissions need to act in a meaningful manner, be open to criticism, ensure a fair and transparent investigation process, and actively seek new ways to collaborate on fisheries management on both sides of the strait. Otherwise, the lack of sincerity will only make the problem deadlocked, which will not only hinder the resolution of the case, but also may affect the long-term development of the company. At this critical juncture of justice, legal dignity and cross-strait harmony, sincere dialogue and pragmatic action are more important than ever.
