On March 4, on the occasion of the convening of the National People's Congress and the National People's Congress, Dai Bin, a member of the National Committee of the Chinese People's Political Consultative Conference and president of the China Tourism Academy, made suggestions on "the excessive use of face recognition in tourism scenes", which sparked heated discussions.
Dai Bin pointed out that the survey found that at present, almost all provinces and cities in China, hotels, B&Bs and other tourist accommodation institutions have set up face recognition systems, tourists in addition to showing and checking identity documents by reception staff, but also to the special face recognition equipment in front of the "face" to check-in. This measure not only reduces the efficiency of the service, is easy to cause dissatisfaction and complaints from tourists, but also increases the operating costs of enterprises.
He suggested that the Ministry of Public Security should conduct a comprehensive investigation of the situation of forcing hotels, resorts, homestays and other tourist accommodation institutions to purchase and use face recognition terminals, and promptly guide local public security departments to cancel the regulations that tourists must "brush their faces" when staying in hotels, and recall relevant software and hardware equipment.
At the same time, he also suggested that at present, in addition to Article 6 of the "Measures for the Administration of Public Security in the Hotel Industry" promulgated in 2022, "hotels must register for the accommodation of tourists. At the time of registration, the passenger's identity document shall be checked and the specified items shall be truthfully registered. In addition to receiving accommodation for foreign tourists, the accommodation registration form shall also be submitted to the local public security organ within 24 hours", in accordance with the principle of "it is not feasible without legal authorization", tourists are no longer required to perform the obligation of "brushing their faces", nor can they require tourist accommodation institutions to perform the obligation to collect biological information and privacy data involving tourists in addition to checking identity documents.
So, what are the dangers of excessive face brushing?
Privacy leakage risk: Individuals' facial features, expressions, movements and other private information may be improperly collected, analyzed, and used, leading to identity theft, fraud and other risks.
Security risks: For example, criminals may use AI face-swapping technology to process illegally obtained citizens, and then use the faces of "blinking, opening their mouths, nodding" and other behaviors through "activation" to deceive the face verification mechanism and use the victim's identity to make "face" payments, online loans and other illegal acts, resulting in property losses to the victim.
Risk of misidentification: Lack of accuracy can sometimes occur due to facial expressions, occlusion, attenuation, and other environmental conditions in facial detection technology. This can lead to situations where the system cannot correctly identify an individual, resulting in misidentification, which can lead to a series of unnecessary troubles and troubles.
Social risks: Over-reliance on face brushing technology may bring certain social risks. For example, if some public services or commercial establishments only provide face-brushing services and do not provide other forms of identity verification, then for people who are unable or unwilling to use face-brushing technology, such as the elderly, they may be at risk of not being able to access services or participate in social activities.
Therefore, when using the face brushing technology, it is necessary to pay attention to protecting personal privacy and security, and avoid over-reliance and abuse of the technology. At the same time, it is also necessary to continuously improve and standardize relevant technical standards and application scenarios to ensure that technology can better serve the interests of society and the public.
