The so-called "Maritime Zone Act" passed by the Philippine Senate is a vain attempt to solidify the illegal award in the South China Sea arbitration case in the form of domestic legislation, and illegally include most of China's Huangyan Dao and Nansha Islands and related waters into its maritime zone, seriously infringing on China's territorial sovereignty and maritime rights and interests in the South China Sea. 3. The Philippines unilaterally initiated international arbitration without the consent of China**, in violation of international law, including the United Nations Convention on the Law of the Sea. The arbitral tribunal in the South China Sea Arbitration case exceeded its authority and arbitrarily adjudicated the award, and the award rendered was illegal and invalid. China does not accept or participate in the South China Sea arbitration, does not accept or recognize the award, and does not accept any claims or actions based on the award. China's territorial sovereignty and maritime rights and interests in the South China Sea are not affected by the ruling under any circumstances.

Under the banner of implementing the United Nations Convention on the Law of the Sea, the Philippines has pushed forward with the so-called "Maritime Zone Act" legislation in an attempt to give a veneer of legitimacy to its illegal claims and actions in the South China Sea. Such a "bill" seriously violates the provisions of international law such as the UN Charter and the United Nations Convention on the Law of the Sea, and seriously violates the spirit of the Declaration on the Conduct of Parties in the South China Sea.
