1. Bidding conditions.

2. Project overview.

Construction scale: Changchun Water Group's water supply in 2024 overhaul and change and equipment and service procurement project design, cost valuation The main scope of consulting and management services is: Changchun Water Group's water supply within the scope of water plants, pumping stations, facilities, equipment, lines, buildings, sites, pipelines, etc.
The project is sporadic and scattered, requiring many professionals and a short completion period. The specific project is subject to the project plan and individual entrustment delivered by the construction unit.
2.3. Bidding control price: discount coefficient 066。
2.4. Scope of bidding: Complete the whole process of consulting and management of the design, cost and valuation of Changchun Water Group's water supply *** overhaul and equipment and service procurement projects in 2024. (For details, please refer to Chapter 5 Requirements for Employers).
2.5. Construction site: Changchun City;
2.6. Quality requirements: meet the current national and provincial laws and regulations of the qualified standards;
2.7. Service period: 1 year from the date of signing the contract, the specific date is subject to the contract.
3. Qualification requirements.
3.1. The bidding requires that the bidder must have the comprehensive qualification of engineering design issued by the construction administrative department or the professional qualification of engineering design municipal industry (water supply engineering), and the bidder must be an enterprise legal person or other organization that can independently bear civil liability, hold a valid business license, and have the corresponding contracting capacity in terms of personnel, equipment, funds, etc.;
3.2. Requirements of the project management agency: 1 person in charge of the project, with the title of senior engineer in construction engineering related majors or the national registered engineer certificate, or the person in charge of the design project can also concurrently serve as the person in charge of the design project; The person in charge of the design project must have the title of senior engineer in construction engineering related majors or the certificate of national registered equipment engineer; The person in charge of the cost project must have the national registered cost engineer certificate, and all members of the project team are professional and comprehensive, and the person and certificate are integrated;
3.3. Performance requirements: The bidder has completed at least one similar project performance in the past three years (from January 1, 2021 to December 31, 2023) in design and cost.
3.4. This tender accepts consortium bids. If a consortium is formed to bid, the lead unit shall have good credit; The parties to the consortium shall no longer participate in the bidding of other consortiums in their own names, and shall not change after the composition of the consortium, and the consortium members shall sign a consortium agreement to clarify the rights and obligations to be undertaken by the consortium parties.
3.5. The bidder has a good financial position in the past three years (January 1, 2020 to the present), and provides financial audit reports audited by accounting firms or audit institutions in 2020, 2021 and 2022 and a commitment to good financial status since January 1, 2023. (For those established for less than three years, the financial audit report from the date of establishment to 2022 and the commitment of good financial position from January 1, 2023 to the present shall be provided; Businesses established after 2023 provide a commitment to be in good financial condition); (All parties are required to provide when bidding for a consortium).
3.6. Design units from other provinces shall go through the information registration of construction enterprises in Jilin Province in accordance with the requirements of the "Administrative Measures for the Information Registration of Construction Enterprises in Jilin Province" before participating in the bidding (if the consortium bids, all members of the consortium meet this requirement);
3.7. It has not been included in the list of untrustworthy enterprises with serious violations in the national enterprise credit information publicity system () by the market regulation department; (All parties are required to provide when bidding for a consortium).
3.8. Not included in the list of judgment defaulters by the Supreme People's Court in "Credit China"** or credit information sharing platforms at all levels; (All parties are required to provide when bidding for a consortium).
3.9. In the past three years (January 1, 2021 to the present), the bidder or its legal representative, or the project leader to be appointed has not committed the crime of bribery on the "China Judgment Network"; (All parties are required to provide when bidding for a consortium).
3.10. Refuse to be included in the bidding record period of the enterprise or individual bidding during the cancellation of bidding qualifications. (All parties are required to provide when bidding for a consortium).
3.11. Legal persons, other organizations or individuals who have an interest in the tenderer and may affect the fairness of the bidding shall not participate in the bidding. If the person in charge of the unit is the same person or there is a holding or management relationship between different units, it shall not participate in the bidding of the same bidding section or the bidding of the same bidding project that has not been divided into bidding sections. In case of violation of these two paragraphs, the relevant bids shall be invalid.
3.12. The bidding unit can only authorize 1 person to handle the bidding and bidding related matters, and the authorized person shall not be replaced in the entire bidding and bidding process. The legal representative or authorized person shall participate in the bid opening activities as required and verify the identity on the spot (present a valid ID card). Otherwise, the bid will be automatically abandoned.
4. Economic compensation for technological achievements.
This bidding does not give economic compensation to the technical achievements in the bidding documents of the unsuccessful bidder.
5. Acquisition of bidding documents.

6. Submission of bidding documents.
