At present, it is very difficult for application-oriented undergraduates to train them into senior technical talents. In fact, as early as 2006, the Ministry of Education and the state had made it clear that the enrollment plan, fee standards and selection and admission procedures were strictly enforced, and this requirement was reiterated in 2010, and the enrollment scale was strictly controlled within 5% of the graduates of higher vocational (junior college) colleges and universities in provincial colleges and universities that year, and it was clear that the universities, independent colleges and private colleges and universities that were key to the construction of the "985 Project" and the "211 Project" did not hold ordinary college education in principle.

In recent years, although the scale of post-secondary enrollment has expanded, some local ordinary undergraduate colleges and universities have cancelled the enrollment of post-secondary students. In 2018, the state launched the "double first-class" construction, and only a few non-985 and non-211 university disciplines and majors were shortlisted for the "double first-class" construction list.

The reason why this is so is because there are different views in society about the upgrading of the college. Some people believe that this is to establish a talent overpass and give higher vocational graduates more options for further educationHowever, some people also question that the admission standard of higher vocational graduates entering undergraduate colleges and even prestigious schools through college promotion is lower than that of the college entrance examination of that year, which is unfair to students admitted through the ordinary college entrance examination, and will also make the academic orientation of higher vocational schools stronger.

Obviously, allowing "double first-class" universities to recruit and upgrade will face the same doubts.

From the perspective of implementing the new "Vocational Education Law", China will further expand the enrollment of post-secondary students, and in this process, it is possible to increase the number of "double first-class" colleges and universities participating in post-secondary education. However, it is necessary to do a good job in the enrollment, training and graduation of college upgrades. Colleges and universities should formulate targeted training programs for students who have been enrolled through post-secondary education.

In addition, it is of more practical significance that it is necessary to establish and improve the vocational education college entrance examination system. The Ministry of Education proposes to improve the vocational education examination enrollment system, improve the "cultural quality + vocational skills" examination enrollment method, and further expand the enrollment scale of application-oriented undergraduate schools in the vocational education college entrance examination.

The author has always suggested that in order to make the vocational education college entrance examination equal to the ordinary college entrance examination, comprehensive colleges and universities, including "double first-class" universities, should be allowed to improve the major of cultivating skilled talents, and high school graduates should also be allowed to choose to participate in the general college entrance examination and vocational education college entrance examination independently. This could reverse the traditional perception of vocational education as a lower level of education than general education.

In this way, when junior high school graduates choose general high school education, secondary vocational education and technical vocational courses, they will do so out of their own interests and abilities, rather than simply based on their own scores, so as to promote the equal and integrated development of general education and vocational education.

At the same time, we can also adjust the high school running strategy, vigorously promote the construction of a comprehensive high school that integrates the general high school Chinese curriculum with the secondary vocational education technical vocational course, and alleviate the anxiety of the society and parents about the diversion of the high school entrance examination.

In short, to train application-oriented undergraduates into senior technical talents, it is naturally good to have the help of "double first-class" universities, and if the vocational education college entrance examination system can be established and improved in this process, it will be of great benefit to the development of vocational education in China.
