Changsha Evening News, Changsha, March 6 (Quan** reporter Liu Pan, correspondent He Chanjuan) It is the season of spring warm fish migration, and finless porpoises appear in many sections of the Xiangjiang River. This morning, the Wangcheng District Fishing Ban Office of Changsha City and the Xiangyin County Fishing Ban Office carried out a joint fishery administration and law enforcement patrol in the waters under the condominium of Wangcheng and Xiangyin on the Xiangjiang River to further protect the fishery resources of the Yangtze River.
At 10 o'clock in the morning, law enforcement officers took a law enforcement boat from the waters of the North Town section of Xiangyin Ridge to the waters of the Chating Town section of Wangcheng on the Xiangjiang River, focusing on whether there are "three nos" vessels, fishing nets and appliances in the cruising waters, and whether there are illegal fishing and illegal fishing. During the inspection, the law enforcement officers of the two places also exchanged experience on the law enforcement of the ban on fishing and the protection of finless porpoises, and conducted in-depth research on how to better do a good job in fishery administration and law enforcement patrols in condominium waters.
The Xiangjiang River basin is a key part of our 10-year fishing ban, and the border condominium waters are the weak link in law enforcement. In order to strengthen the control of the border waters, we have jointly organized patrols with the Xiangyin County Fishing Ban Office to ensure that there are no dead ends, no loopholes, and no 'vacuum zones' in the border waters, so as to effectively protect the 'mother river' of the Xiangjiang River." Su Jinbing, chief of the River Management Section of the Wangcheng District Urban Management Law Enforcement Bureau, said that the establishment of a "ten-year fishing ban" regional joint meeting, joint patrol law enforcement, cross-regional joint case handling and other normalized joint cooperation mechanisms is also an effective way for law enforcement officers in the two places to strengthen regional linkage, strengthen information exchange, and gather law enforcement efforts.
It is worth mentioning that in order to fully implement the relevant requirements of the "10-year fishing ban" and "Dongting Qingbo", and highlight the management of key waters under border co-management, Wangcheng District of Changsha City and Xiangyin County of Yueyang City signed the "Joint Law Enforcement Memorandum on Key Waters of the "10-year Fishing Ban" to further strengthen joint law enforcement.
It is understood that in 2023, Wangcheng District will carry out more than 200 grid inspections in key prohibited fishing waters, and 166 cases of illegal fishing will be found and stopped. Wangcheng District has formulated the "Administrative Measures for Fishing in Prohibited Waters in Wangcheng District, Changsha City", which clarifies that the 1,500 meters upstream and downstream of the Xiangjiang River avionics hub and fish crossing facilities (fish passages) and other fish migration concentration areas are prohibited fishing areas.
